Dr. Nguyen Dinh Cung, Director of the Central Institute for Economic Management mentioned that during the past three years of implementing Government Resolution 19, the Enterprise Association and Business Association were more active, enduring and persistent in proposing to authorities issues of enterprises such as footwear, textiles, seafood exports. The Ministry of Planning and Investment also regularly updates, proposes and honestly assesses opinions of Enterprise associations to the Prime Minister to report to the Government quarterly Meeting.
However, regarding shortcomings, Dr. Nguyen Dinh Cung argued that relevant civil servants and the State management apparatus were generally passive, stagnant, less innovative and creative, less interested and do not pay much attention to real issues of enterprises, and in many cases, the right party always is State agencies. The recent changes were mainly due to the pressure of the Government, enterprises and public opinion.
According to Dr. Nguyen Dinh Cung, the targets set in Resolution 19/2017 are very comprehensive. Accordingly, by the end of 2017, Vietnam will reach at least the average of ASEAN 4 countries on criteria on the business environment, and by 2020, improve the index and international rank on the 4 columns: World Bank rankings, Global competitiveness Index, Global Innovation Index and E-Government rankings. Regardless of other targets of the previous resolutions which have not been implemented yet. Furthermore, there are many difficulties and challenges to reach these targets. The expert also said that the results must be at the multiplier that may achieve the common target of the resolution. If the relevant State agencies remain stagnant and do not innovate or delay and take many years to change and the change a little, the set targets cannot be gained.
Also at the conference, the Deputy Prime Minister Vu Duc Dam queried the leader of the Ministry of Science and Technology about the late amendment of Circular No. 28 of the Ministry on regulation on standard conformity and assessment of conformity contrary to the Decree, causing the loss of time and cost of enterprises for specialized inspections. In October 2016, the Government issued Decree No. 107/2016/ND-CP prescribing conditions for provision of conformity assessment services and replacing Circular 28, but until now, the content of the Circular 28 still binds enterprises.
Answering the query of the Prime Minister, a representative of the Ministry of Science and Technology promised that in the next one to two months, Circular 28 will be amended and supplemented in accordance with the above Decree. However, the Deputy Prime Minister requested the Ministry of Science and Technology to quickly draft and sign guidance circulars to support the people, and enterprises to implement in order to prevent the status of waiting for the circular while the Decree comes into force. Accordingly, the leader of the Ministry of Science and Technology promised that they would issue a new circular under this new Decree within 15 days.

Speaking at the meeting, the Deputy Prime Minister Vu Duc Dam stated that despite many difficulties in the coming time, enterprises have to trust that the Government really wants to listen to the opinions and comments from enterprises. Recently, some of the recommendations of enterprises were very effective and very specific, but for policies, besides mentioning problems, enterprises should recommend the competent authorities how to correct those policies. "When an enterprise puts itself in the place of a policy maker, it will help the Government correct policies faster," the Deputy Prime Minister stressed.
