Mai Xuan Thanh appointed acting director of General Department of Taxation

On February 14, 2023, Finance Minister Ho Duc Phuc signed Decision No. 188/QD-BTC to appoint Mr. Mai Xuan Thanh, Deputy Director of the General Department of Customs as Deputy Director General and acting Director General the General Department of Taxation. This decision takes effect from February 15, 2023.
At the conference, Deputy Minister of Finance Cao Anh Tuan congratulated the General Department of Taxation on consolidating the leadership and Mr. Mai Xuan Thanh, Deputy Director General of the General Department of Customs, who is trusted by the Party Committee and leaders of the Ministry of Finance, to be appointed as Deputy Director General and acting Director General of the General Department of Taxation.
Deputy Minister Cao Anh Tuan said that Mr. Mai Xuan Thanh has worked for more than 28 years in the Finance and Customs industry and experienced in many positions and leadership positions. In the career, he always demonstrated his management, administration capacity and responsibility at work; has professional skills and qualifications and always excellently completes assigned tasks; has experience, has the ability to gather the masses, has a good working relationship with units inside and outside the Finance industry.
“With the qualifications, experience, management capacity, and direction of Mr. Mai Xuan Thanh, the Party Committee and the leaders of the Ministry of Finance believe that Mr. Mai Xuan Thanh together with the collective leadership of the General Department of Taxation continues to promote the good results of the previous generations of leaders to lead the entire tax sector to successfully and comprehensively perform the tasks assigned by the Government and the Ministry of Finance," said Deputy Minister Cao Anh Tuan.

Deputy Finance Minister Cao Anh Tuan said that in the immediate future, the work very difficult.
Therefore, the Party Committee and the leadership of the Ministry of Finance request Mr. Mai Xuan Thanh to work with the leadership of the General Department of Taxation to first maintain and promote the tradition of unity and consensus and strive to fulfill the political tasks assigned by the Party, State and the Ministry of Finance. The whole tax sector will concentrate all resources; drastically implement all solutions for budget collection, tax debt collection, and combat budget revenue loss, and strive to complete the budget target in 2023 assigned by the National Assembly.
Secondly, the tax sector must continue to study, advise and propose solutions and policies on extension, exemption and reduction of tax and land rent under the economic recovery and development program; further, tax authorities at all levels should focus on timely and effective implementation of these solutions to support taxpayers, contribute to helping taxpayers quickly restore production and business, create momentum for economic development, and foster economic growth and raise revenues.
Third, the tax sector needs to continue to review and accelerate the reform of tax administrative procedures, modernize the tax system, promote digital transformation in tax administration process, build a database and risk analysis using AI technology as required in the Government's Resolution on continuing to perform the main tasks and solutions to improve the business environment, improve national competitiveness, in line with objectives and orientations set out in the Tax System Reform Strategy to 2030.
Fourth, the tax sector needs to strengthen discipline, improve the sense of responsibility of officials and civil servants in performing their official duties, and effectively perform the work of anti-corruption, thrift practice and waste combat.
Finally, Deputy Minister Cao Anh Tuan suggested that the Tax sector consolidate its functions, tasks, powers and organizational structure, after the Government signed a Decree to replace Decree No. 87/2017/ND -CP dated July 26, 2017 on the functions, tasks, powers and organizational structure of the Ministry of Finance.
Taking on the new task, Acting Director General of Taxation Mai Xuan Thanh expressed his deep gratitude to the Secretary of the Personnel Department, the Minister of Finance, the Deputy Minister of Finance directly in charge of the General Department of Taxation, the collective of the Party Committee and the leaders of the Ministry of Finance for the trust and introduction to him to the Acting Director General of the General Department of Taxation.
“This is an honor for me personally, and a huge and heavy task and responsibility that requires me to focus my heart and mind, and strive constantly to fulfill the assigned tasks, worthy of the trust and confidence of the leaders of the Ministry of Finance,” said Acting Director General Mai Xuan Thanh.
He affirmed that the tax sector is a large sector, with the structure organized in a vertical system from the central to the provincial and district levels, with 63 local tax departments, 413 Tax Branches, Regional Tax Branches and nearly 40,000 officers. The subject of management is large and diverse with over 850,000 corporate taxpayers, nearly two million business households and individuals, over 18 million non-agricultural taxpayers and over 20 million individual taxpayers; and over 80% of total state budget revenues. This shows the important position and role of the tax sector.
Therefore, Acting Director General Mai Xuan Thanh said that he will always make efforts and try his best, be dedicated, and quickly approach work, constantly study, and practice and inherit the best experience and valuable achievements of previous leaders, uphold the spirit of solidarity and responsibility, and strive with the leaders of the General Department of Taxation to successfully and comprehensively carry out the objectives and tasks set by the General Department of Taxation.
At the conference, Acting Director General Mai Xuan Thanh promised to unite with the Board of Directors of the General Department of Taxation to perform all political tasks assigned to the Tax sector. In particular, the focus and priority of 2023 will be, together with the Board of Directors to focus on leading the entire tax sector to drastically implement solutions for revenue management and debt tax collection, combat revenue loss and determined to strive to successfully complete the 2023 budget revenue estimate assigned by the National Assembly, the Government and the Ministry of Finance.
At the same time, the tax sector will effectively deploy tax policy packages and solutions to support people and businesses to quickly recover, develop production and business, and raise revenue for the state budget. In addition, the tax sector will continue to promote modernization and digitization in tax administration, further improving the efficiency of tax administration.
