Implementation roadmap of standards for emission: Worries about fuel

VCN - To reduce the environmental impact, the Prime Minister has issued the roadmap for application of standards for emission for cars and two-wheeled motorcycles that aremanufactured, assembled and imported new. The enforcement time for this is close, but there are still a lot of difficulties in implementation.

Lots of the difficulties, even though after five years for preparation

Decision No. 49/2011/QD-TTg of the Prime Minister defines the roadmap for application ofstandards for emissions for cars and motorcycles that aremanufactured, assembled and importednew, from 01/01/2017, the standards for emissions for cars and motorcycles include: Level 2 (for cars, motorcycles have been put into use before the date of01/01/2017), Level 3 (for motorcycles put into use after the date of01/01/2017) and Level 4 (for cars put into use after the date of 01/01/2017). From the date 01/01/2022, emissions standards for cars and motorcycles will include levels 2, 3 and 5. The Ministry of Transport has developed and promulgated National Technical Regulation NTR 86:2015/BGTVT onemission standards level 4 for cars and assembling new production; preparation of technical capacity, facilities, equipment for emission testing. The Ministry of Finance in collaboration with the Ministry of Transport built and issued emission the testing fee schedule in Circular No. 195/2011 / TT-BTC.

According to Decision 49, the engine and fuel (gasoline) for all kinds of cars and motorcyces also includes corresponding levels to emission standards.

To meet emission standards at levels 3 and 4, the quality of petrol, diesel fuels, bio-fuel domestic distribution as well as import sources have to achieve the relevant standards. But domestically produced fuel of Vietnam still cannot meet these standards. For instance, Products such as gasoline and diesel fuelofDung Quat Oil Refinery just meets level 2 of emission standards, unqualified level 3. Similarly, the Nghi Son oil refinery, standards of design and product quality do not meet standard of level 4.

Even with commodity E5supply is also difficult. Decree No. 83/2014/ND-CP on oil trading also provides targets towards bio-fuel use, but so far this goal is still open. The cause is psychological fear by cictizens, the price of this new gasoline is not attractive enough to make people decide to change their spending habits. This difficulty has “killed”lots of factories making bio-fuel.

Distribution enterprises also found many difficulties. A representative of business said, investment in stock tanks and equipment to implement this roadmap will be a lot more difficult than equipment for additional cylinderpump tanks for E5. With thecurrent facilities, if the number of petrol categories increases means to increase petrol stations, tanks, pumps. However, with the current number of petrol stations limited, the investment in pumping columns, especially in Hanoi, is facing difficulties.

Another arising problem is that how do we manage these? In particular, the issue of price differences between different types of petrol can also cause negative reactions since the higher the standards are, the higher prices will be. With so many types of fuels, it is unavoidable that traders, distributors, sales may mix the gasoline to gain illicit profits through the price difference.

Postponing enforcement time?

The Ministry of Industry and Trade - the authority in charge of "leading, coordinating with other ministries and authorities ensuring the production, import and supply of fuel used for motor vehiclesis in accordance with national technicalstandardsquality"is quite worried. Although content is just "Having multiple types of gasoline will make it difficult for the state management authorities when it comes to the management of taxes, fees and combat commercial fraud; make it difficult for oil trading enterprises, petroleum distribution traders due to additional investment in the distribution system infrastructure, internal management systems, make it difficult for consumers in choosing the appropriatetype of fuel to use"but in fact solving this issuein a short time is far from easy.

Reportedly, after receiving opinions from relevant ministries, the Ministry of Industry and Trade (MOIT) has formally proposed to the Prime Minister measures to ensure the harmony between petroleum enterprises, cars, manufacturers, assembling, import, enterprises, but the specification is still being kept by this Ministry. This Reporter contacted the Department of Science and Technology (MOIT) to ask about the direction the Ministry submitted to the Prime Minister but Mr.Nguyen PhuCuong, Director of Department of Science and Technology said that this document is confidential and could not be revealed. According to Mr. Cuong, there would be no difficulty with the management issue, but the enforcement and deployment ones are sophisticated, how to deploy it without making social burden. "When environmental standards are higher, thefuel price will get more expensive. The economy is now weak, if we add every few hundred liters of petrol we could be out of breath" – Mr.Cuong said.

Apossibility supposed by Mr. Cuong and some enterprises is dividing up by each petrol station, i.e.some stations sellinggasoline at standard level 2, others sellinggasoline at standard level 3, level 4; or dividingbyurban and rural areas. But doing so would make it difficult for consumers when they have to drive around to find the type of fuel they need.

Mr. Cuong said, when submitted to thePrime Minister, the Ministry of Industry and Trade also made a few plans and accompanied by an analysis of the pros and cons of each option. It has been 2, 3 weeks until now and the MOIT is waiting for the Prime Minister's direction.

It is unknown the specific measures that theMOIT had proposed to the Government, but with the current situation, the likelihood is that it would be difficult to deploy it on 01/01/2017 as specified in Decision 49 of the Government.
