The task of budget revenues in 2017 of the Hanoi Department of Taxation will be quite difficult.

According to the report of the Hanoi Department of Customs, in 2016, Hanoi Customs exceeded the estimate with revenue of 158,960 billion vnd (reaching 102.9% of the estimates and increasing by 14.8% compared to the previous year). 30 of 30 districts and towns completed and exceeded the assigned estimates. According to the Hanoi Department of Taxation, the above revenue resulted from the close directions and guidelines of the Party Committee and People’s Committee of Hanoi city, the Ministry of Finance and the General Department of Taxation. Along with those was the attendance of departments and levels; and efforts to remove the difficulties to stabilize and develop the business and production of taxpayers.

During the past year, the Hanoi Department of Taxation publicized the list of tax debts and collected taxes of 12,700 billion vnd, increasing by 30% over 2015. 2016 was the first year that the Hanoi Department of Taxation completed the inspection plan and was the first unit in the country applying IT in inspections and examination.

The Tax authorities usually collaborated with Public Security in prevention of tax fraud, violations in invoices and illegal sales of invoices.

In 2017, the Hanoi Department of Taxation was assigned by the Ministry of Finance, People’s Council and People’s Committee to collect 187,572 billion vnd of estimate. This is a difficult task which requires each tax officer to continue to take all efforts to fulfill the required task.

In order to succeed, the Hanoi Department of Taxation set out 6 key tasks, 2 outstanding stages and 5 measure groups to carry out tax collection in 2017. Those are: deploy drastically, fully, synchronously and effectively the functions, managing procedures and working measures of Taxation to complete in excess of the estimated revenue of 2017. Taxation to publicize, support and remove difficulties for tax payers; and proactively collaborate with city research and consultancy departments on effective mechanisms and policies to create conditions for taxpayers to expand and develop the production and business; and attract domestic and foreign investment sources.

Furthermore, in 2017, Taxation will strengthen to inspect and exam against the loss of revenue and resolutely handle violations of tax law, and drastically deploy measures to urge and force to collect tax debts as prescribed, and strive to get the proportion of tax debts below 5% of the total revenues to 31 December, 2017.

Administrative reform and modernization of Taxation will be enhanced with drastic application of IT into all stages and steps to improve the effectiveness and efficiency of tax management.
