Electronic payment of public administrative services promoted

Accordingly, the authorities will promote electronic payment in e-commerce and implement the General Plan on e-commerce development for 2016-2020 as follows: 100% of supermarkets, shopping malls and modern distribution facilities with POS devices allow consumers to carry out non-cash payment when shopping; 70% of service providers of electricity, water, telecommunications and the media accept bill payment of individuals and households in the form of non-cash payment; and 50% of individuals and households in major cities used means of non-cash payment in procurement and consumption.

In addition, the authorities will focus on developing a number of media and forms of modern payment in rural areas and remote areas to contribute to promoting Financial Inclusion; increasing the number of people accessing to payment services, promoting the proportion of people aged 15 and older having an account at commercial banks to at least 70% by the end of 2020.

One of the solutions to accomplish this goal is the research and development of a number of administrative measures and incentives for economic benefits to develop electronic payment.

Specifically, the Government will study and issue a number of mechanisms and policies to promote electronic payment in: Collection, tax payment; e-commerce transactions; payment of charges and fees; administrative procedures; charges for regular and periodic services.

Also, the Government will research and issue a number of mechanisms and policies to promote non-cash payment associated with the strengthening of payment control, invoice issuance and sale of goods, services, anti-tax losses; and the issue of regulations on the legal status of electronic documents, manuals and electronic documents.

Another solution of the Scheme is the construction and development of retail payment service systems such as: Increasing card payment services; constructing and developing electronic clearing systems for automated retail transactions; completing the internal payment system of commercial banks; developing electronic payment of e-commerce and promoting non-cash payment in rural areas.

The Scheme also stipulates that the Government should promte electronic payment in the management of the Government and public administrative services. Specifically, improving and strengthening the information exchange between units in the Finance (including the State Treasury, the General Department of Taxation and the General Department of Vietnam Customs) and the banking system to meet the requirements of State budget collection by electronic methods, especially electronic collection and payment of taxes to support tax management, creating favourable conditions for the Government, enterprises and citizens to flexibly implement services of eletronic tax payment.
