The company charges fees higher than the law.  A reporter of Customs Newspaper discussed with Mr. Doan Mau Diep, Deputy Minister of Ministry of Labor, Invalids and Social Affairs about this issue.

What do you think about the quality of Vietnamese labors when working overseas?

The labour export still has weakness in foreign languages, skills are not suitable with market quality, and unfamiliar with industrial work. In fact, the perception and quality of workers cannot be high due to training in short time before going to work.

What is the current situation of labor export enterprises, sir?

There is still unhealthy competition and a scramble for labor supply contracts between enterprises in the country and overseas, thus it leads to benefit reduction and increases the contribution cost of labors. Moreover, there is a case that enterprises are licensed business operations but not directly exploiting or seeking contracts for supply, consultancy and labor selection which leaves the whole work to branches or dependent centers without strict management.

One of the biggest limitations at present is that enterprises are crowded but not strong enough in terms of training capacity as well as recruitment, lack of legal knowledge in the country and overseas, especially lack of qualified staff that have ability to assist workers in the worst case.

There are many business ideas stated that there are too many barriers, sub licensing caused difficulties for export labor enterprises... What is your opinion on this issue?

Many businesses have good policies to support workers such as Enhause 2, Thanh Hoa Labour and Expert Export Service Joint Stock Company (LEESCO) in granting scholarships, training workers in one year before going to work. Many workers who pass these programs become successful. However, many businesses reflected that there are still many sub-licenses, going down to localities which are difficult to recruit laborers and even cause many difficulties to enterprises. For me, however, we should take a general view on this issue from two sides. The first is that in many localities, propaganda has cost a certain amount of money. So, does the business have any financial support for the local people?

As President of the Vietnam Fatherland Front Central Committee – Mr. Nguyen Thien Nhan has said, is there any fairness in the recruitment, income levels and support for this recruitment? This also requires enterprises to negotiate with the local people. Besides that, perhaps many businesses have not built up their brand as well as prestige. Many strong businesses which come to any locality are welcome because of the very good selection, very well trained, caring and very good support for workers in the years working abroad.

However, many businesses have weaknesses or mistakes such as labor recruitment to train for months but then they do not take them to work overseas, labor costs are not refundable. Therefore, Vietnamese enterprises want to promote and develop this sector in addition to improving the capacity of the business, brand building; building fair credibility with employees is the first thing that the business needs to re-organize .

The Ministry of Labor, Invalids and Social Affairs will resolutely handle enterprises that recruit laborers through brokerage charge overpaid fees or collecting fees but doesn’t take workers to work overseas, and do not protect the rights and the legal interests of workers. In cases where enterprises are detected not to be able to meet the operating conditions prescribed by law, the Ministry shall resolutely withdraw the operation license.

We are planning to bring high-quality labor to work overseas. However, the labor demand of the markets is unskilled workers, low level labors. What do you think about this?

In fact, the labor market in many countries needs a lot of labor in different segments. Most importantly, we must train and prepare people to capture the segment that have good income and jobs.

In order to help employees receive jobs in that segment, we must improve the quality of market forecasts. Labor management boards in many markets need regularly update information in the markets, provide domestic firms with orientation for better preparation about resources, and gain more market share in the current market.

The Prime Minister instructed the Ministry of Labor, Invalids and Social Affairs to develop a project to send trained and qualified workers to work overseas rather than direct the project of sending bachelors to work aboard. In many countries, they are also experiencing high unemployment, an imbalance between the supply of college-level labor force and the demand of the market. The most important thing is that the labor management boards of countries have not updated the labor demand of countries in need of labor in which segment, which industry and re-supply back to the country for the training schools. So we can re-train and enterprises could coordinate with schools to train as market demand.
