Guidance on obtaining goods control number

This Decision shall be piloted for imported, exported goods and goods in transit with export border gate (place of loading on export declaration) or import border gate (place of unloading on import declaration), which are Noi Bai international airport under the management of Hanoi Customs Department.

According to the decision, Customs declarants and logistics traders who carry out Customs procedures related to export, import and transit activities at Noi Bai international airport shall declare the control number of imported and exported goods on Customs declaration.

The declaration of control number of imported and exported goods on e-Customs declaration follows principles:

For "Import Control Numbers", referred to section "1.26 - Bill of lading number" on the import declaration, the Customs declarant uses information: Year + master airway bill of lading number (MAWB) + house airway bill of lading number (HAWB).

"Import Control Number" shall be declared in accordance with the principle of consecutive combinations and in the order of 3 information indicators “Year”, “Master airway bill of lading number (MAWB)” and "House bill of lading number" (HAWB). There should be no spaces or special characters such as *, #, &, @, / among these indicators.

“ Year” is year of issuing MAWB in the form “YYYY”

"Number of Master airway bill of lading (MAWB)" means the number indicated on the air waybill issued by the international air carrier for the carriage of goods. For example Number of Master airway bill of lading: 131 NRT 29038656 issued by Japan Airline (JAL) on 03 October 2017.

"Number of House airway bill of lading (HAWB)" means the number indicated on the bill of lading issued by a forwarder, in which the name of the consignee on the bill is the importer on the Customs declaration.

For "Export control number", automatically issued by the Customs office on the Customs declaration system or online public service system (at the website: pus.customs.gov.vn). Before registering the export declaration, the Customs declarant logs into one of these systems to obtain the "Export control number" for the shipment.

After obtaining the "Export control number", the Customs declarant will declare the issued “Export Goods Management Number" to the section "2.24 – Number of the bill of lading” on the export e-declaration.

Problems handled 24/7

Decision 2061 also guide contents related to Customs supervision for imported and exported goods in, stored or out of warehouses; Customs supervision for cleared goods which were transported to Customs supervision area (partially or wholly) but of which warehouse was changed and was not exported; and regulation of collaboration and exchange of information and system upon problems.

For example, when the Customs system and business system fails to exchange information, the enterprise sends a written notice to the Customs office about the problems within one hour from the time of problem to coordinate with Customs in processing to prevent congestion of import activity and notes the problem down the monitoring book. At the same time, based on the list of goods eligible to be passed through the Customs supervision area with a certified document of Customs office (paper document) to allow exported goods to be loaded onto the means of transport means and imported goods out of the Customs supervision area. Updating information of goods out of the Customs supervision area right after the system is recovered.

With the Customs office, the GDVC shall arrange a help desk to receive complaints about problems, guide and solve problems according to regulations.
