The report of Vietnam Road Administration said that on the National Route 1 and Ho Chi Minh Route through the Central Highlands, there are 43 fee collection stations, of which 38 are active collection stations (31 stations on the National Route 1 and 7 stations on Ho Chi Minh Route through the Central Highlands). Up to now, there are 18 out of 36 fee collection stations on National Route 1 and Ho Chi Minh Route that have been put into operation, 6 out of 36 testing stations are operating, and 12 out of 36 fee collection stations are carrying out procedures to deploy.
On other national highways, there are 45 fee collection stations, of which 32 stations are collecting, 13 stations have not yet collected and 8 stations have no plans. For the expressway system, there are 12 closed toll systems, of which 7 express lines have been put into operation, and 5 units are under invested.
In addition, the Ministry of Transport assigned the Vietnam Road Administration to set up an investment project for online monitoring systems at all stations.
According to the roadmap, for projects on National Route 1 and Ho Chi Minh Route through the Central Highlands until 31 December 2018, investors have to hand over all the toll stations in operation to collect fees in the form of automated non stop. With stations being constructed, after 1 January 2019, investors have to hand over the station immediately after the acceptance and use. For other projects, at the end of 2019, investors have to hand over all the collecting stations in operation to collect non-stop fees. Investors who do not follow the schedule will stop collection activities.
However, the Director General of Vietnam Road Administration Nguyen Van Huyen said that the most difficult issue in implementing this schedule is that there is no roadmap for regulation for automobiles to apply for cards at non stop stations (only about 40,000 cards per month).
Besides, the stations have not been deployed synchronously, the number of means to buy or the number of outlets providing sticking cards) sticking cards is not high, so the efficiency of ETC lane exploitation is not high. Up to now, there have been 300 points for providing cards (100 of which have been registered at the registration centers). The number of sticking cards until 10 May 2018 is 544,000 units and the number of recharging cards in use is 164,800 units (about 30% of the cards are affixed).
According to the Vietnam Road Administration, automated non-stop fee collection stations across the country will not increase the fee level compared to the current forms of collection, ensuring the rights of investors, safety and confidentiality of users' personal information, ensuring the prompt integration and timely provision of information in service of State management and transparency in price collection.

In addition, with each car that has an E-tag, the system will detect immediately any fake license plate or expired cars. In the near future, the Ministry of Transport will develop the system to connect with the Ministry of Public Security to detect traffic safety violations of vehicles passing through the station. Moreover, the installation of automatic collection systems will make operations transparent and prevent fraud by employees in fee collection.
