The GDVC has required local Customs Departments to cooperate with local enforcement authorities (Police, Border Guard) to strengthen customs inspection, supervision and control of inbound and outbound goods and vehicles across land, water and sea borders under the customs control area to detect and prevent smuggling and illegal cross-border transportation of animal products.
The GDVC requires local customs departments to quickly collect documents, identify and handle offences if detect any violations.
The local Customs departments are required to instruct customs dossier, customs procedures and disseminate people and enterprises not to support to legalize documents to import ruminant products of unknown origin on the market, without a Quarantine Certificate under the provisions of the Veterinary Law and guiding documents; to raise awareness of law compliance for border residents, individuals, and organizations about the legal consequences of smuggling and illegal cross-border transportation of animals and animal products.
Recently, some organizations and individuals have smuggled and transported large quantities of ruminant products containing meat bone powder, processed animal protein and products such as red blood cell powder and animal bone powder from Europe (where occurs mad cow disease) into Vietnam, causing harm to the economy, the domestic livestock industry as well as people's health.
