Deputy Prime Minister cum Foreign Minister Pham Binh Minh gives a closing speech at the 30th Diplomatic Conference in Hanoi.

Deputy PM Pham Binh Minh affirmed that the 30th Diplomatic Conference has succeeded in all aspects, raising the diplomatic level of Vietnam.

The outstanding success of the conference, first of all, was the participation of senior Party and State leaders at the opening session, which showed their due attention to and visionary direction to foreign affairs in the current period. The conference covered in-depth discussions on issues relating to the regional situation, multilateral relations, consular matters and the diplomatic sector’s development, he said.

The five-day event reviewed the nearly three years process of implementing the Resolution adopted at the 12 National Party Congress on foreign affairs, while affirming the three diplomatic pillars of Vietnam- political diplomacy, economic diplomacy and cultural diplomacy.

Along with the external channels of the National Assembly and State, the diplomatic sector has demonstrated their active participation in bilateral and multilateral dialogue mechanisms regionally and internationally in order to cope with challenges and take full advantage of opportunities against a backdrop of the world’s transformation.

After 21 sessions, delegates came up with numerous solutions for promoting diplomatic activities based on the pillars of politics, economics and multilateral diplomacy, territorial border, culture, external information, overseas Vietnamese affairs and citizen protection. They also adopted the 30th Diplomatic Conference’s Action Program, which affirmed the country’s consistent foreign policy of self-reliance, active international integration and being a trustworthy partner and a responsible member of the international community.

Vietnamese Ambassador to China Dang Minh Khoi said that the 30th Diplomatic Conference coincided with the occasion of Vietnam’s preparations for the 73rd anniversary of the successful August Revolution, and also 73 years of formation and development of the diplomatic sector.

"With the theme of activeness, innovation and efficiency, the event is an opportune occasion for us to re-evaluate the implementation of the 12th National Party Congress's foreign policy guidelines over the past two years, which will help the diplomatic sector outline orientations for foreign policies in line with the country's strength in the lead up to the 13th National Party Congress," Ambassador Dang Minh Khoi said.

The Conference’s Action Program called for for the change of mindset and pursuing a foreign policy of independence, self-reliance, peace, cooperation, and development.

The program accentuated mulilateralization and persification of foreign relations, proactive international integration, and national interests. Other tasks included proactively contributing and forming multilateral mechanisms and elevating multilateral diplomacy, including working out a comprehensive strategy on multilateral diplomacy by 2030.

It also underlined the necessity of further improving the quality of strategic forecasts, the efficiency of coordination among ministries, sectors and localities, especially activities of diplomacy-national defense- security in the time to come so as to successfully carry out targets for national development in the new situation.
