Attending the workshop were representatives of Departments and Branches under the General Department of Customs and 12 Customs units of provinces and cities.

At the seminar, the Deputy Director General of the Customs Department, Nguyen Cong Binh, said that the General Department of Customs issued a plan of information collection and processing in 2016, and initially, achieved certain results. To ensure risk management in right and steady development, the General Department of Customs assigned to the Risk Management Bureau department to collect and acquire ideas of local Customs units for the Draft Plan of information collection and processing in 2017. In which, 4 of 7 units of Departments and Branches, and 25 of 35 units of local Customs had opinions and agreed basically with the draft . On that basis, the Risk Management department acquired and put into a draft to collect suggestions at the Consultation Workshop of Customs leaders and officers in charge of risk management. At the workshop, they discussed directly and had further specialized suggestions to adjust and complete the plan fully.

The Deputy General Director, Nguyen Cong Binh, stressed that the information collection and processing belonged to 13 key stages of risk management techniques under the guidance of the World Customs Organization (WCO). Currently, the General Department of Customs assigned to the Bureau of Information Technology and Customs Statistics to act to integrate and synthesize all the information on the Customs data information system in the direction of centralization and uniformity, to collect, process, and provide information for all Customs professional fields on 3 levels: the General Department of Customs, Customs Branches of provinces and cities, and Sub-Branches.

To solve the IT software problems, Customs should have the process of collecting, processing information about all people and organisations, and should build high specific and systematic processes. Based on the available system provided by the relevant units, Customs authorities should collect in the system. In addition, under the provisions of the Customs Act, 2014, transportation agencies, warehouse management agencies, and port business agencies needs to provide information to the Customs authorities by electronic methods.

Recently, the General Department of Customs implemented the National Single Window information systems for sea ports, in which, the Hai Phong Customs is the lead and pilot unit. At the same time, the General Department of Customs also deployed in aviation, collected advance information on flights and goods of immigration passengers from global carriers. In each field, the General Department of Customs built a separate process. After gathering information on the system, Customs has built an IT system for user management on each separate system to implementation.

The Customs agencies continued to review and assess the systems to collect more accurate and realistic information, build the integrated, concentrated, multi-dimensional IT system to help managers at all levels in decisions of the clearance process. Looking forward to 2020, the General Department of Customs will construct the IT system in the access level “anytime, anywhere, on any media”.

To go on improving the plan, the Deputy General Director, Nguyen Cong Binh, required that units participating in the Workshop should exchange experiences, find effective solutions to implement the information collection and processing of Customs effectively. At the same time, in order to ensure to implement fully and serve risk management, he suggested that units such as: the Bureau of Investigation and Anti-Smuggling, the Bureau of Post-Clearance Inspection, the Bureau of Customs Supervision and Management, the Bureau of Import-Export Tax, the Bureau of Information Technology and Customs Statistics, the Bureau of Verification, the Department of Inspection and Examination and the Customs Branches of provinces, and cities should establish plans, speed up, and exam information collection and processing in the units in 2017.

At the workshop, the participants listened to the representatives of the Risk Management department present about the legal basis, the role and objectives of the Draft Risk Control Plan and Customs Information Collection and Processing in 2017. Accordingly, the representatives of Customs units agreed basically with the drafts and participated, and contributed to add and improve the drafts.

Accordingly, the objectives of the Plans indicated the high risks; coordinated and linked the Customs professional operations based on unified risk management to ensure control; simultaneously facilitated export, import, immigration activities; created the exchange mechanism, and a close cooperation mechanism among Customs agencies at all levels to control the risks in the Customs professional fields fully and comprehensively.
