Becoming an e-Customs Administration

The target of the Plan is to develop Vietnam Customs as a modern e-Customs administration that carries out effectively and efficiently mechanisms, state management policies in terms of customs and becomes a leading state management agency in the field of providing public service, pushing the partnerships between Customs and domestic partners as well as foreign ones, facilitating stakeholders to undergo customs procedures. Besides, Customs should be developed to become a professional force of integrity that is well equipped and able to master advanced technological facilities, meeting the demand of the national development and integration

The Plan focuses on three strategic objectives:

First, facilitate and control traders, organizations and individuals in customs transactions in order to strengthen security and promote international trade, ensuring revenue, protecting the national security, social safety and the community’s health.

Second, enhance the quality and efficiency of state management in the field of customs on the basis of information exchange and cooperation with related ministries, governmental agencies, domestic and international organizations.

Third, foster Customs administration’s capacity at all levels under gradual development of e-Customs administration on the background of e-ministerial models for the purpose of conducting e-Government.

Performing 6 targeted duties In order to exercise the strategic objectives, the General Department of Customs set out 6 targeted duties.

Customs continues to develop the e-customs model at the aim of completing customs legislation and procedures, upgrading and perfecting the VNACCS/VCIS system on the basis of integrating the supporting systems into the central system of customs technique information technology.

Amongst the duties, customs legislation and procedure completion should be concentrated in the direction of complying free trade agreements, the agreement of trade facilitation, the Law on Customs, the Law on Import and Export Duties, the Law on Issuance of legal texts and other related laws, meeting the demand of completing the electronic customs procedure model. It is necessary to maintain and improve efficiently the VNACCS/VCIS system in a broader and deeper manner; enhance specialized examination by governmental agencies; accomplish the Single Window, ASEAN Single Window for the purpose of exchanging and processing electronic information and data with associated ministries in undergoing customs procedures; intensify examining cargo via x-ray scanners; reduce the ratio of inspection during customs procedures performance; strengthen the post clearance audit and step by step conduct examination before doing customs procedures. During this period, the General Department of Customs would apply deeply risk management techniques to all kinds of customs operation including customs examination and control, specialized inspection; implement compliance management via the schemes and action plans in line with managerial targets and concerned objects; apply supporting measures, encourage voluntary compliance towards the environment where importers and exporters voluntarily comply the customs legislation.

Another important duty is to intensify inspection, control, preventing and fighting against smuggling and commercial fraud. Accordingly, it is essential to speed up the post clearance audit in terms of quality and quantity on the background of implementing the compliance management model, risk management; maximize information technology application and exchanging information with related agencies. Customs enforcement should be strengthened through completing the legal framework in a sufficient and consistent manner; make use of information technology and advanced equipment; promote coordination with functional forces such as Police, Border Guard, Coast Guard, Market Management forces…

In addition, the General Department of Customs is fundamentally reforming human resource management methods on the basis of job description. In detail, for the position of staff, it is necessary to assign right persons in right jobs, ensure working efficiency, educate, foster and raise human resource quality; computerize human resource management activities; increase scientific content, equality and transparency of human resource management, satisfying the demand of customs management modernization. The succeeding task in this period is to speed up the partnership and cooperation between Customs and ministries, governmental agencies, international organizations and Customs administrations in the region and the world as well.

Moreover, in the period of 2016 -2020, the General Department of Customs would consolidate, re-arrange and gradually reform the organizational structure at all levels in line with the roadmap of implementing legal documents in terms of organization to match Customs’ periodic tasks, administrative reform requirements, customs modernization and e-government performance.
