The collection rate has increased higher than the economic growth rate

According to the Minister, implementing resolutions of the Party Central Committee, the National Assembly and the Government, the entire Financial sector has striven to accomplish excellently the assigned tasks right at the beginning of the year. Apart from the financial and budgetary task, the Financial sector has reorganized and streamlined the apparatus and implemented the resolutions on private economic development.

As of October 16th, 2018, state budget revenue was estimated at 77.56%, of which central budget revenue reached 75.08%, local budget revenue reached 80.87%. The growth rate of domestic revenue increased by 13.7% over the same period of 2017. "With economic growth rate of approximately 7% and inflation rate of 4%, the revenue growth rate is higher than the economic growth rate and the inflation rate. The revenue management has made great progress," said Dinh Tien Dung.

The Minister asked leaders of localities; competent departments of the Ministry of Finance to strive to accomplish excellently the assigned tasks in 2018, in which, striving to exceed at least 3% of the revenue estimates assigned by the National Assembly.

In terms of constraints and inadequacies, the Minister requests to enhance the examination and inspection of outstanding tax debts, which is considered as a solution to increase the state revenue. "The localities, financial agencies and related agencies should focus on coordinating better in the implementation of the assigned tasks, reviewing and concentrating on the collection to each unit and each specific address and concentrating on collection of new revenues and urging to recover outstanding tax debts, as well as taking measures to fight against revenue losses and transfer pricing to fulfil the set targets,” Mr. Dung said.

Strengthen coordination with local authorities

Directing solutions to achieve the above targets, Minister Dinh Tien Dung emphasized the importance of close coordination between the Ministry of Finance and the local authorities in directing the agencies of the finance sector and local agencies of the provinces to implement the action plans and programs well. In addition, continuing to disseminate and support taxpayers; stepping up the inspection and supervision of tax declarations, intensifying the management of tax refunds; accelerating the administrative procedure reform and solutions to support production and business, and facilitating taxpayers, contributing to increasing the State budget's revenues; and speeding up the inspection and fight against tax losses.

In particular, focusing on inspecting and examining enterprises engaging in industries with high risks, enterprises with associated activities, enterprises with signs of transfer pricing; e-commerce business enterprises and enterprises that have contractor tax and have acts of capital transfer.

The Minister required the head of the General Department of Taxation, and the heads of the Tax Departments at all levels, to closely follow the direction and execution of the Government, the Ministry of Finance and the People's Committees at all levels to take initiative in implementing the action programs, the socio-economic development plan and the State budget estimation in 2018; to further accelerate the inspection and supervision of tax declaration and the management of tax refund, so as to ensure the tax refund to the right beneficiaries in accordance with the State laws and policies on tax and facilitate taxpayers.

Especially, for outstanding tax debts, the Minister assigned the General Department of Taxation and tax agencies at all levels to recover at least 14,000 billion VND in the remaining three months of the year, to minimize the new tax debts and strive for the tax debts by December 31st, 2018, to not exceed VND 69,000 billion.

The Ministry of Finance also assigned the General Department of Customs and the Customs Departments to create favorable conditions for the enterprises to participate in import-export activities and resolve arising problems in Customs procedures, tax policies, tax management, accounting regime, tax refund regime and tax exemption regime in a timely manner; to remove difficulties and to facilitate enterprises in tax payment; to inspect value for items which are subject to high tax rates and have large import turnover, in combination with the assessment of enterprise compliance.

In addition to implementing measures directly affecting revenues, the General Department of Taxation and the General Department of Customs have further accelerated administrative reform and strongly implemented solutions to support production and business, facilitated the taxpayers in implementing the tax law, thus contributing to increasing the state budget revenue; speeded up the implementation and raised the quality of inspection, examination and combat against tax losses; and drastically implemented the management and enforcement of debt collection.
