The quick testers need to be equipped at specialized check points

The specialized check points will be reviewed to operate effectively

Implementing the directions of the Government, the Prime Minister and the Ministry of Finance, the General Department of Vietnam Customs established and put into operation 10 specialized check points at the border gates where are the flows of imported and exported goods under the management of 8 provincial and city Customs Departments (Ho Chi Minh City, Ha Noi, Hai Phong, Quang Ninh, Lao Cai, Lang Son, Quang Ngai, Da Nang).

Currently, the 10 specialized check points above have operated effectively and contributed to reduce the clearance time of imported and exported goods. The specialized check points are favorable places for the specialized authority and the enterprise to carry out processes such as: registration for inspection, taking sample and returning the test result, meeting and exchanging and resolving the obstacles of the enterprises, and also the bridge for the import/export enterprises to easily meet the specialized authority and limit travel.

Besides, the Ministry of Finance also said that the central specialized check points are still limited such as: Most of them are only equipped with administrative devices and not equipped with machines and devices for analyzing and testing, and the test results are not issued on point.

Currently, check points only implement the processes of registration for inspection, taking samples and returning the test result. Hence, the rate of the businesses registering for specialized inspection procedures is still low, only 16.62 %, the majority are irregular and small and new import and export enterprises.

Large businesses which have the staff who specialize in import/export procedures or businesses which do import/export procedures through Customs agents mostly come to the headquarters of specialized check points in the large cities such as: Ho Chi Minh City, Ha Noi, Hai Phong, Da Nang which are equipped with modern devices to facilitate the registration for inspection and receiving of the test result.

A number of the specialized inspection authorities do not have staff working at specialized check points and the collaborative mechanisms with the provincial and city Customs Departments, so the delay in submitting the test result of enterprises without a reason and the verification of Customs, leads to prolonging the cargo clearance time.

In that fact, in order to enhance the efficiency of operation in the specialized check points, the Ministry of Finance proposed the relevant ministries need to strengthen equipment of the quick testers for the specialized inspection authorities at the central specialized check points to test quickly and select the subject without the high risk and issue the test result at the border gate to shorten clearance time. For the case of detecting the high risk Customs will take a sample for analysis and deep inspection.

Initially, in the process of completing the National Single Window system, the Ministry of Finance proposed the ministries continue to remain currently operating the 10 central specialized check points toward the specialized inspection authorities which have offices and branches at the border gates are not necessary to arrange staff working at the central specialized check points.

When the National Single Window system is fully operational, the specialized management ministries will collaborate with the Ministry of Finance to survey and reassess the efficiency of operation of each central specialized check point to review and remain the effective check points and remove ineffective check points.
