The Ministry of Finance publicizes 30 Customs administrative procedures

VCN- The Ministry of Finance has issued Decision No. 2628/QD-BTC announcing 30 Customs administrative procedures under the management function of the Ministry of Finance.

Accordingly, there have been 13 new administrative procedures, 14 replaced administrative procedures, and 3 annulled administrative procedures.

For the new administrative procedures at the General Department level, 3 procedures include: procedures for additional information of electronic Customs declarations; procedures for new registration and additional duration of using and retrieving the account to access the Information portal of electronic Customs declarations; procedures for registration of connecting and disconnecting with the Information portal of electronic Customs declarations.

For the Customs Department level, there are 2 procedures including: procedures for the licensing of import, aand temporary import of automobiles and motorcycles not for trade; procedures for transfer, and donation of automobiles and motorcycles which are duty free temporary imports.

At the Branch level there are 8 procedures: procedure for importing and temporary importing of automobiles and motorcycles not for trade; procedures for re-exporting of automobiles and motorcycles which were duty free temporary imports; procedures for imported and exported goods with documents without commercial value which are sent via international express delivery service; procedures for duty free imported goods in the norm as per the current regulations of the Prime Minister, except for goods which require an import license or goods under specialized inspections, which are sent via international express delivery service; procedures for imported goods worth less than 5 million vnd without export duty, and except for goods which require an export license or goods under specialized inspections which are sent via international express delivery service; procedures for imported or exported goods enclosed with goods in transit sent via international express delivery service; procedures for commodities over irregular international routes (instead of being transported to a country, the goods are transported to another country); the electronic procedure for a ship transited in a port of Vietnam then to another seaport or inland port, and the electronic procedure for means of transportation of Vietnam and Cambodia in exit and entry in seaports and inland ports of Vietnam .

The replaced administrative procedures mainly in the Customs Branch level include 14 procedures: Customs procedures for petrol and oil exported or re-exported for aircraft; Customs procedures for petrol and oil exported or re-exported for ships; Customs procedures for imported or re-imported petrol and oil, chemical, gas and materials; Customs procedures for exported or re-exported petrol and oil, chemical, gas and materials; Customs procedures for petrol and oil, chemicals and gas for domestic consumption; Customs procedures for imported or exported gas, and materials by specialized pipelines; Customs procedures for oil and petrol, chemicals, and gas in transit; Customs procedures for imported material for production and mixing of petrol, oil and gas; Customs procedures for imported material for processing of petrol, oil and gas; Customs procedures for imported goods to the bond warehouse; Customs procedures for goods from non-tariff areas or domestic areas to the bond warehouse; Customs procedures for goods from the bond warehouse to abroad; Customs procedures for goods from the bond warehouse to domestic areas or imported to the non-tariff areas, and Customs procedures for imported, exported and transited ships (manual and electronic methods).

For the annulled administrative procedures of Customs Branch level there are 3 procedures: Customs procedures for import or temporary import of 2 wheel motorcycles not for trade purpose; Customs procedures for petrol and oil temporarily imported for re-export, and Customs procedures for imported or temporarily imported petrol and oil.
