Meeting the world’s standards

In the report sent to National Assembly deputies, the Ministry of Finance emphasized that the institutional development, administrative modernization, and reform were promoted to meet the world’s standards.

In which, focusing on a legal system to adjust Customs operations which are synchronously developed including Customs Law, Import, and Export Duty Law, guidance documents on the basis of the application of many standards on Customs trade and management in the world.

Besides, in order to make a breakthrough in administrative reform in import and export operation, the Prime Minister has assigned the Ministry of Finance to a chair and collaborate with ministries and sectors to deploy “NSW and ASW” and enhance the efficiency of specialized inspections.

In order to promote administrative reform and apply the world’s standards, over the past time, the Customs has made efforts to promote the IT application in State management on Customs.

Notably, answering questions of National Assembly deputies on 16 November 2017, the Ministry of Finance stated that according to the survey of the World Bank, clearance time at border gate for export goods was reduced to 3 hours, and export goods to 6 hours. Cost for Customs clearance of each shipment was reduced to US$19. During the first ten months of 2017, the World Bank expected to save US$ 170 million for businesses.

In addition, as the Standing Office of National Steering Committee 389, the Ministry of Finance directed the Customs force to seriously and effectively implement Resolutions of the Government and Prime Minister on strengthening the fighting against smuggling and trade fraud, contributing to creating the fair business environment.

Making dramatic change in anti-smuggling

The Ministry of Finance assessed that although obtaining outstanding achievements, Customs operation still had shortcomings and limitations.

Some legal normative documents had been not promptly issued in line with the reality of the business environment. Especially, the system of the technical barrier, risk management, and post-clearance audit need to be improved to meet requirements of Customs management and protection of domestic production and limit to harassment of businesses.

The procedures of specialized inspections were still overlap and low efficiency, the scope, and subjects of specialized inspections were still large; a commodity must be managed and regulated by a ministry or many ministries; specialized inspections were implemented by manual methods and IT application was still limited.

The exchange information between the Customs and State management agencies, commercial banks and logistics businesses, insurance, and other services was limited due to lack of synchronization in infrastructure technology.

In the context of deep integration and rapid increase in turnover, changes in commercial transaction methods, the risk of loss of economic security and social safety and requirements for state revenues, the Ministry of Finance requires to focus on carrying out 4 key methods:

Firstly, continuously improving Customs regulations toward simplification, transparency, stability, and facilitation to import and export businesses.

Secondly, promoting IT application in Customs operation. In the short term, improving the Customs surveillance system for goods at seaports, airports; enhancing the efficiency of information reception and goods classification in Customs inspection and surveillance; investing in modern equipment to support goods inspection and supervision and fighting against smuggling.

Thirdly, actively coordinating with ministries and sectors to deploy NSW and ASW.

Fourthly, making a dramatic change in fighting against smuggling and trade fraud and restricting establishment of hot spots. Implementing resolutions to prevent losses in price, code, inspection and post-clearance audit.
