The institution building process cannot be dominated by benefit groups

Focus on the administrative reform
In the past year, administrative reform has been concerned and directed by the Government and the Prime Minister. The content of administrative reform achieved positive results that contributed to develop the economy-society of the country. Institutional reform has continued to be interested; administrative procedures have been simplified and facilitated in various areas; the investment and business environment has been improved; the establishment criteria of administrative organizations of Ministries and Ministerial-level Agencies has been specified; and streamline has resulted.
However, administrative reform has limits: The implementation of administrative procedures in some areas has been inadequate and troublesome. The inspection, examination, management of some Ministries and the Ministerial-level Agencies and Localities about administrative discipline and rules has been attended inappropriately, violation detection, responsibility determination and treatment have not been timely and strictly adhered to.
To meet the development tasks of the country, Deputy Prime Minister Truong Hoa Binh requested that Ministries, Branches and localities should continue to focus on administrative reform under established objectives, to ensure the efficiency of the administrative reform but still achieve State management goals in many fields.
The institution-building process must be monitored and inspected, the authorities must determine not to be dominated by benefit groups and be against the benefit groups; continue to review and abolish the cumbersome administrative procedures which cause inconvenience to residents and businesses; launch procedures publicly and transparently to facilitate for residents and enterprises; continue to remove bottlenecks; promote entrepreneurship and innovation; improve the quality and the efficiency of administrative procedures solutions, improve the satisfaction level of people and organizations for services of State administrative agencies; remove negativity and harassment, and take the satisfaction of the people and businesses as an evaluation measure of public service quality and efficiency.
Strengthen examination in the official appointment
The Deputy Prime Minister also asked that Ministries and Ministerial-level Agencies should submit to the Government urgently to issue a Decree regulating the functions, tasks, powers and organizational structure of an agency which ensures a streamlined management system, the agency should be regulated the functions, and tasks transparently, should resolve overlap and unity of State management; should propose to amend and supplement the Law on Cadres and Civil Servants to overcome shortcomings and problems in the process of implementation; should implement synchronously solutions on streamlining.
At the same time, the authorities should strengthen the inspection, examination, especially the appointment, and management of officials, public servants, the observance of officials and public servants for administration discipline, based on the inspection, and examination, they could aggregate data accurately, and truly about the official evaluation and classification; should dismiss, and replace resolutely officials and public servants who do not complete their task, had lack of capacity, and lack of virtue.
