The Hai Phong Department of Customs strives for revenue collection of 48,940 billion vnd

VCN- 48,940 billion vnd is the minimum revenue which the General Department of Vietnam Customs has assigned the Hai Phong Department of Customs to carry out in 2016. This target is 350 billion vnd more than the estimate, which is considered to be an extremely difficult task because the actual revenue in recent times has been quite low.

14,290 billion vnd in 3 months

For the target set out by the General Department of Vietnam Customs, the Hai Phong Department of Customs needs to collect an average of 4,078 billion vnd each month. But in fact, the actual revenue of the Hai Phong Department of Customs is far below the target.

According to the Hai Phong Department of Customs, by the end of September, the Department had collected 34.650 billion vnd, equivalent to 71.31% of assigned target. Accordingly, the monthly revenue reached 3,850 billion vnd, 228 billion vnd lower than the average target assigned by the General Department of Vietnam Customs.

In the first 9 months of 2016, the Hai Phong Department of Customs had 5 months of budget revenue reaching 4,000 billion or more, but only 2 months over 4,078 billion vnd are May (with 4,546 billion vnd) and June (with 4,467 billion vnd). The outstanding increase in revenue in the 2 months derives from the fact that enterprises want to avoid the law on increasing the special consumption tax from July 1, 2016.

The revenue of the Hai Phong Department of Customs is quite similar to the growth rate of imports. According to the Hai Phong Department of Customs, by the end of September, the total value of exports and imports reached $US 35.37 billion, an increase of 4.8% compared to the same period of 2015. In particular, imports reached $US 20.746 billion, an increase of 4.76% and taxable imports reached $US 12.22 billion, an increase of 4.25%. Meanwhile, the revenue growth of the Hai Phong Department of Customs over the same period of last year is 4.75%.

With the above results, in order to fulfill the target set out by the General Department of Vietnam Customs, in the last 3 months of 2016, the Hai Phong Department of Customs must collect at least 14,290 billion vnd. This is a huge challenge because of the Department must collect at least 4,763 billion vnd each month, 23.7% higher than the average of the previous 9 months.

Notably, the revenue of the Hai Phong Department of Customs has decreased in the last 4 months. Specifically, in June, it decreased by 2.5% compared to May; in July, it fell nearly by 9% compared to June; in August, it fell by 5.5% compared to July and in September, it fell by 10% compared to August.

Facilitate enterprises to increase revenue

Although the target of revenue is very difficult, the Hai Phong Department of Customs still strives to reach 48,940 billion vnd. At the online conference in the third quarter of the General Department of Vietnam Customs, the Director of Hai Phong Department of Customs, Mr. Nguyen Tien Loc said that the Department shall strive to accomplish this important task.

There are series of solutions that the Hai Phong Department of Customs has proposed to facilitate the business community in the field of import and export to increase revenue, such as: Strengthening the coordination in monitoring exported and imported goods, promoting management measures; and implementing schemes for management of export processing enterprises.

In early October, the Hai Phong Department of Customs held conferences with Netherlands enterprises in Hai Phong to handle difficulties and problems in a timely fashion. The Deputy Director of the Hai Phong Department of Customs, Mr. Nguyen Kien Giang said, in addition to solving problems at the conferences, the Hai Phong Department of Customs also provided telephone numbers and e-mailbox for the business community, including Netherlands enterprises to directly contact when necessary.

Recently, import-export activities at Hai Phong port have had positive signs when at the beginning of October, there were 2 large vessels docked, including RORO ship transporting 416 cars with a tax amount of 200 billion vnd; and TRIBINI TIN HAU ship transporting 1,021 containers. The Hai Phong Department of Customs estimates that in the last 3 months of this year, when RORO ship is from Quang Ninh to Hai Phong, the Department will increase revenue by about 1,000 billion vnd.
