In order to achieve this result, since the beginning of the year, the General Department of Vietnam Customs has drastically implemented the Government’s Resolution as well as the plan on deploying of the Ministry of Finance, in which focusing on implementing the twin tasks. It facilitates trade and prevents smuggling and trade fraud by specific solutions.

At the end of 2017, the Customs implemented internal reform and continued to provide automated Customs procedures. Currently, 99.7% of turns were implemented via e-declaration and e-tax payment 24/7 by all means at anytime and anywhere; 65% of Customs declarations in the Green Channel were processed within 1-3 seconds. Accordingly, the General Department of Vietnam Customs (GDVC) deployed the Automated system for Customs management at seaports and airports. Thereby, initially shortening the clearance time and reducing time for businesses when receiving goods.

Also, the GDVC continuously proposed to the National Steering Committee, the National Committee and the Prime Minister on specialized inspection and proposed to reduce 50% of procedures of specialized inspection at border gate. Commodities which did not meet standards stipulated by ministries and sectors, the Customs also proposed not to list in the list of goods subject to specialized inspection at border gate and applied risk management in specialized inspection at border gate to shorten clearance time and facilitate businesses.

In parallel, the Customs sector strengthened prevention of smuggling, trade fraud with the high number of prosecuted cases in 2017, contributing revenues to the State budget and further facilitating import and export businesses. Also, the Customs sector proposed reasonable policies and further enhanced efficiency of handling of the Customs, contributing to promoting commercial development.

The Customs sector strives to reach and exceed the target assigned by the National Assembly and the Government and to increase 3-5% compared to the ordinance target.
