The Customs sector direct toward non-paper procedures environment

Nearly 90% at level 4
According to the Department of Information Technology and Customs Statistics (General Department of Customs), updated from the beginning of 2018 to the middle of August, the whole sector has received more than 65,000 dossiers, so far these dossiers have been handled and returned the results as prescribed.
The head of the unit of Customs Information and Management (Department of Information Technology and Customs Statistics) said that so far the total number of online public services that have reached Level 3 in the Customs sector are 170/180 administrative procedures, accounting for over 94.4% (including procedures on HQ36a, VNACCS / VCIS and other IT-PV systems). The online public service reaching Level 4 are 161 procedures.

Evaluation on the efficiency of the online public service, the unit of Customs Electronic Portal Management’s leaders said that before the HQ36a system was implemented, there were 90 manual procedures in the whole sector so they had not been tested and controlled effectively for reception time and customs processing procedures at customs offices.
However, with the HQ36a system, the General Department of Customs has set up a mechanism to supervise the reception and settlement of procedures at each stage, each part of each unit.
Thanks to the online system, when any unit is late in giving the result to an enterprise, the supervisory department at the General Department of Customs will promptly warn and request the units to comply with the deadline.
Therefore, the procedures have been done quickly for enterprises, reducing direct contact between enterprises and customs ...
On the other hand, in the past, when dealing with manual procedures, enterprises have to contact directly with each unit. However, with the online public services, businesses only need to contact a single clue in the Department, and in case of exceeding authority, enterprises will contact the support department at the General Department of Customs to reflect and get advice.
According to the unit of Customs Electronic Portal Management, at this time, the implementation of the online public services has been basically followed by customs agencies and enterprises, contributing to changing the thinking and habits of carrying out manual procedures. This helps enterprises and customs staff to familiarize and master the operation of electronic transactions, proceed to implement coverage of the online public services for all administrative procedures related to customs. Step by step, the Customs sector is aiming for a paperless environment under the guideline of implementing e-government.
The results of many units have not met the requirement
Up to now, the local customs units have been operating the HQ36a system effectively.
In particular, Hai Phong Customs Department has the highest number of procedures for implementing public service delivery with nearly 17,000 dossiers, accounting for nearly 26% of the total number of dossiers in the whole sector.
Some other units such as Department of Khanh Hoa Customs and An Giang Customs... the percentage of dossiers implemented on the system reached 100%.
However, there are some large units with large electronic declarations and electronic records, but the results have not met the requirements.
For example, the Department of Ho Chi Minh City Customs, until early August has more than 2,000 records.
Meanwhile, according to updated data from the Department of Ho Chi Minh City Customs, in the first and second quarter, the Department had 4,108 records manually handled, while the number of records received and treated on the HQ36a system reached 1,570 records.
In cases such as Bac Ninh, Ha Nam Ninh and Tay Ninh Customs Departments ... By the end of the second quarter, Tay Ninh Customs Department had only 1,004 dossiers processed on the system, while the paperwork was 1,486; These figures of Ha Nam Ninh Customs Department amounted to 1,477 and 703; Bac Ninh Customs Department was 2,484 records and 402 records ...
