The Customs of Ho Chi Minh city: How to increase the revenue?

The revenue of quarter I has reduced over 2,400 billion VND

Analysis of the Customs Department of Ho Chi Minh City showed that the State budget revenue reached only 8.252 trillion VND in March 2018, equaling to 85.72% of the State budget in March 2017 (9.627 trillion dong). The State budget revenue of the Customs of Ho Chi Minh City had reached 22,869.613 billion for the first 3 months of 2018, reaching 21.18% of the estimate. Compared with the same period in 2017, the revenue of the Customs Department of Ho Chi Minh City was 90.67% of the revenue in the same period of 2017, decreased by 9.03%. So that, the revenue of the Customs Department of Ho Chi Minh City reduced nearly a half of billion VND compared with the same period of 2017, particularly, the export-import taxes reduced 2.425 billion VND. This is due to a sharp drop in import turnover over the same period of 2017.

According to Mr. Nguyen Quoc Toan, Deputy Head of the Import-Export Tax Division, outstanding impacts on the state budget revenues of the HCM City Customs Department in the first quarter of 2018 included the direct impact of FTAs on the State budget revenues of the Customs sector. In the first quarter of 2017, the Customs Department of Ho Chi Minh City collected nearly 4,000 billion VND from the automobiles of under 9 seats to the State budget revenue, but the revenues from automobiles reached only 832 billion VND in the first quarter of 2018, down by 3,200 billion VND.

In addition, the import turnover of iron and steel decreased US$ 70 million due to tax self-defense and anti-dumping taxes, so the taxes was reduced nearly 400 billion VND.

For the imported oil - one of the key items – the turnover increased US$ 227 million, but the gasoline items decreased US$ 82 million compared with the same period in 2017, so that, although the State budget revenue increased, the increase was not significant. Although the Saigon port Customs Sub-Department Region 3 did not carry out the customs procedures for the automobiles, and turnover of iron and steel fell sharply (nearly US$ 70 million), the State budget still reached US$ 4,550 billion (only 3,890 billions VND in the same period of 2017). The State revenue of Saigon port Customs Sub-Department Region 1 was good, reached over 9,000 billion VND (only 8,100 billion VND in the same period of 2017).

Apart from the 3 units: the Customs Sub-Departments of Sai Gon Port at Region 1; the Customs Department of Saigon Port Region 3 and the Customs Sub-Department of Tan Son Nhat International Airport increased the State budget revenue, the other Customs Sub-Department decreased compared with the same period 2017.

Must collect nearly 10,000 billion VND each month

In order to achieve the target of 108,000 billion VND, in the second quarter of 2018, the HCM City Customs Department strives to collect 9,600 billion VND to the State budget each month (reached 28,800 billion VND in the second quarter and 51,600 billion VND in the first 6 months of 2018, reaching 47.78%).

From the above, the leaders of Customs Department of Ho Chi Minh City have instructed the Sub-Departments with low State budget revenue to study and find out the reason of the decreasing revenue of their units that led to reduced revenue of the Department by 9.03%. Some enterprises have previously made procedures at the Cat Lai port, but now they register to make the procedures in other provinces..., the Customs Department of Ho Chi Minh City is finding out the reason to overcome. The Sub-Department has counted list of enterprises that carried out the customs procedures regularly at the Sub-Department, but now register in other places, thence, they should organize a dialogue with the enterprises to catch aspirations, solve problems for the enterprises.

Customs Department of Ho Chi Minh City also asked the units to seriously re-evaluate the plan to facilitate trade, raise revenue, commitments of leaders of Customs Department of Ho Chi Minh City in the first months of the year for a synchronous solution, creating the most favorable conditions for commercial activities of enterprises.

In the second quarter, the Customs Department of HCMC continues to implement the Plan No. 151/KH-HQHCM on the program "The business community and the Customs are the reliable partners and companions of development in 2018" to provide maximum support for the business community observing the customs law well and paying large taxes to the State budget, to operate in the most favorable way in customs clearance of goods.

Regarding solutions to manage the taxable value, the unit will implement the Directive No. 555/CT-TCHQ of the General Director of Customs seriously and effectively, coordinate with the Sub-Departments in organizing the quick, accurate and effective consultations, collecting taxes for the state budget exactly and sufficiently. They will study the specific characteristics of the Sub-Departments to change the management mode in the direction of both creating favorable conditions for trade, creating conditions for fair and equal competition in the business community, and managing strictly under the legal regulations to limit tax arrears. Regarding the post-customs clearance inspection, the unit will focus on analyzing and collecting information for the professional groups: processing, production - export, temporary import – re-export, HS code, origin... to organize post-clearance inspection effectively, limit risks for the customs clearance, strive to increase 680 billion VND of revenue.

In order to achieve high results in recovering the outstanding debts, the Customs Department of Ho Chi Minh City has instructed the Heads of Sub-Departments to develop a detailed and specific plan, guided and sped up the executive divisions to monitor the organization and implementation to get two main goals: First, striving not to generate bad debts in 2018 without suitable reason. When new tax debts arise, the sub-departments must coordinate promptly and collect tax debts actively, apply the solutions stopping procedures and request the enterprises pay taxes. Secondly, assigning the tax debt management divisions to re-organize and re-record the tax debt files to monitor the tax debts, and report to the General Department of Customs in time.
