The revenue source of a thousand billion

The project of Hoaphat Dungquat Iron and Steel Complex was licensed in early 2017. This is a great project that Quangngai province’s leaders are very interested in. According to the Quangngai Customs Department, implementing this project, Hoaphat Group Joint Stock Co., has invested in machinery and equipment. Currently, the project is in the phase of construction and investment, expected to be operating by the end of 2018 or early 2019. According to calculations, when going into production, Hoaphat project will make a very large contribution to the state budget, about VND 2,000 billion per year due to the demand for imported iron ore and coal (more than US $ 1 billion per year) and employing tens of thousands of local workers.

According to the Director of Quang Ngai Customs Department, Huynh Van Can, taking advantage of the budget revenue from this project, leaders of Quang Ngai Customs Department instructed professional units, the Customs sub-department of Dungquat port where building factories, to take the initiative in coordinating with enterprises to guide and support the procedures from the beginning of the construction of factories to the import of equipment and machinery to create fixed assets ... creating the most convenient conditions for enterprises in the implementation of the project, and for coming into operation as soon as possible.

Along with that, VSIP Quangngai Industrial zone is also receiving many big investment projects. Currently, this industrial zone has more than 10 projects put into operation, with increasing import and export goods

On the support of the customs office, a representative said of Sumida Quang Ngai Electronic Co., Ltd., that it is a 100% Japanese invested company in Tinhphong Industrial zone, and when they started building their factory, they received the support from Quang Ngai Customs in general and cadres of the Quang Ngai Industrial Zones Authority in particular, in the process of importing machinery and equipment to create fixed assets for implementing investment projects until stable operation.

Ms. Bui Thi Que Ngan, Head of Import-Export Unit of Foster Co., Ltd., said it is a 100% Japanese invested company operating in Quangngai for many years, and Foster always receives a lot of support from the customs office in the operation of import and export of goods, expanding production investment. "Due to the production of electronic earpieces, goods of regular import enterprises, everyday we do customs declarations to import and export goods, regardless of working hours or overtime we have always received the support from Quangngai Customs to create maximum convenience ...,"- Ms. Ngan shared.

Dealing problems in time

The Quangngai Customs Department manages and implements import and export procedures for many big projects. Therefore, the unit has paid great attention to the reform of procedures and modernization in order to create favorable conditions for import-export activities of enterprises. The Quangngai Customs Department sends officers to join the inter-sectoral working group to support investors in VSIP Quangngai Industrial zone. Mr. Ly Van Dong, Deputy Head of professional Unit – the Quangngai Customs Department – the members of this team said that the working group consists of 16 members, representing departments related directly with VSIP Co., Ltd., Quang Ngai, investors, enterprises in the VSIP industrial zone to grasp the situation, support, solve procedures for the first investor according to their authorization...

As a unit directly supporting and conducting procedures for investment enterprises, operating in VSIP Industrial Zone, Mr. Nguyen Van Tham, Head of Customs Sub-Department of VSIP Industrial Zones said that at the moment, the average of import and export declarations per month at the unit is about 8,000. It is forecasted that in the coming time, investors in the industrial zone will increase, accompanied by a large volume of goods and diversification. The customs clearance, supervision and management of customs will arise. The Customs sub-department’s leaders has suggested leaders of The Customs Department of Quang Ngai to give chances for officers to participate in many training courses to improve professional qualifications to serve investors.

Recognizing the need in cooperation between customs office and enterprises in the implementation of customs law, preventing mistakes for enterprises due to lack of understanding Customs law, the Customs Department of Quangngai agreed to sign the cooperation agreement in the implementation of customs procedures with 4 enterprises having large import and export goods to create a channel to exchange and provide information to facilitate for businesses. Specifically, in order to minimize the inadequacies in the specialized inspection of import and export goods, facilitating the export and import activities of enterprises, reducing the time of goods clearance, the Customs Department of Quang Ngai has signed the regulation on coordination of specialized inspection with 6 other units. Accordingly, specialized inspection agencies will arrange human resources and means to coordinate with customs offices to carry out the inspection and sampling of goods at the request of enterprises; Notifying the results of the inspection at the earliest time so that the customs offices can carry out the customs clearance in time for enterprises.

Particularly, in the process of doing customs procedures, as well as studying the new documents, the Quang Ngai Customs Department has discovered inadequate content affecting the activities of enterprises, and reported actively to the competent authorities for receiving guidance and timely supplement. Recently, Decree No. 82/2018/ ND-CP dated 22/05/2018 of the Government regulating the management of industrial zones and economic zones to become effective from 10/7/2018, replacing Decree No. 29/2008/ND-CP of March 14, 2008, and the amending and supplementing decrees for this Decree. However, in the Decree No. 82/2018 / ND-CP there is an unreasonable provision on the issuance of investment certificates to export processing enterprises for implementation. Until now, there is no official version to adjust the implementation guidelines, affecting much on the licensing for export processing enterprises.
