Survey on goods clearance procedures in Hai Phong port

On 19 April, the survey team on goods clearance time (including Customs procedure and related procedures of the GDVC led by the leader of Customs Reform and Modernization Board and Vietnam Chamber Chamber of Commerce and Industry (VCCI) have conducted a survey at the Customs Branch of Hai Phong Port Zone III (Hai Phong Customs Department).
After working with the representative of Hai Phong Customs Department and Customs Branch of Hai Phong Port Zone III, the survey team directly interviewed and recorded opinions of the business community, logistic operators and representatives of specialized management agencies. At the same time, it directly surveyed at Nam Hai Dinh Vu Port.
Deputy Director of Customs Reform and Modernization Board, Hoang Dinh Trung- the leader of the survey team said that after surveying at Hai Phong Customs, the team would classify analysis and evaluate information related to advantages and disadvantages for the business community in carrying out Customs procedures, and to then report to the GDVC leaders.
This result is also one of the key contents which will be mentioned in the report at the Conference on Single Window mechanism (National Single Window and ASEAN Single Window) and trade facilitation planned to be held in the May 2018.

According to the Customs Newspaper correspondent, besides highly appreciating the efforts of ministries and sectors, the enterprises’ representatives still raised many difficulties and shortcomings in carrying out Customs procedures for imported and exported goods.
The centralized specialized inspection site at Hai Phong has not yet effectively operated and is not in line with the reality (mainly receive dossiers); the proportion of imported goods subject to specialized inspection and management is still high, especially related to animal and plant quarantine. The time for implementing procedures of some ministries and sectors is still prolonged.

Mr. Nguyen Van Hung- Phuc Hung Transportation Company (Hai Phong) said that, most of the company’s goods were subject to quarantine, so the goods were not allowed to immediately be cleared and must wait for an inspection result issued by specialized agencies, and it takes too long. “I registered quarantine this morning and the next morning the results might be issued for Customs clearance,” Mr. Hung said.
The GDVC has released information related to the survey on Customs clearance procedures. Accordingly, the GDVC has directly surveyed, investigated and interviewed on the time for carrying out Customs clearance procedures in Hai Phong (on 19th and 20th April) and in Ha Noi (24th April). The object of the survey is to collect data on clearance time for imported and exported goods related to the Customs agency and other agencies (specialized inspection agencies, port, warehouse, yard operators). At the same time, evaluating the efficiency of the time reduction due to the implementation of automated system for seaport, airport Customs management and the Scheme on enhancing the efficiency and effectiveness of the specialized inspection. Interviewed subjects include: import-export enterprises; warehouse, yard and port operators which have exchanged electronic information with the Customs; shipping lines, logistics operators; a number of specialized inspection agencies in charge of conducting procedures at the centralized specialized inspection sites . The contents of interviews, investigations and surveys focus on the time for Customs procedures; time for carrying out specialized inspection procedures; time for carrying out procedures with warehouse, yard and port operators; time for carrying out procedures with shipping lines and logistics enterprises; the efficiency of time reduction due to the deployment of the automated system for Customs management and supervision. The purpose of this survey is to specify the time for carrying out procedures with the agencies (including waiting time and time for each step). Thereby, determining the total time for imported and exported good clearance, time is the responsibility of the Customs, as well as the responsibility of other relevant agencies (specialized inspection agencies, warehouse and port operators, and shipping lines). In particular, the survey team will also indicate the agencies that are responsible for prolonging time, thus affecting the Customs clearance time for imported and exported goods. |
