VCN - In 2018, the activity of surveying the satisfaction level of enterprises for implementing administrative procedures in import and export activities is the result of coordination between the General Department of Customs and the Vietnam Chamber of Commerce and Industry (VCCI) and the United States Agency for International Development (USAID). Could you tell me what the meaning of the 2018 enterprise survey in the context of the Customs sector promoting reform and modernization activities is?

The survey on the satisfaction level of enterprises for implementing administrative procedures in import and export activities is carried out in the context of the Customs industry has been implementing many measures to reform the industry in accordance with the motto "Professionalism-Transparency -Efficiency ”and was taken place in 2012, 2013, 2015, 2018. This is the result of cooperation between the General Department of Customs, VCCI, USAID.

Through the survey, the Customs sector will collect objective assessment opinions of the business community on the implementation of customs procedures at all levels, determine the advantages as well as disadvantages to continue to find solutions for innovating and improving service quality that meet the requirements of import and export enterprises. Subjects are surveyed in 2018 are enterprises that have carried out customs procedures in 2017 and the first half of 2018 with a total of 11,000 selected enterprises. So far, the survey of enterprises has obtained results, many businesses have actively contributed ideas to the survey.

Specifically, what aspects does the survey of this year focused on, sir?

The survey of enterprises in 2018 in order to catch in time the difficulties and obstacles in the process of implementing import and export procedures in Vietnam, basing on that the General Department of Customs petition to the competent state agencies to amend the provisions of law, improving enforcement efficiency, creating trade facilitation for business community. The implementation of customs administrative procedures will be reflected in the perspective of the business community, as a basis for the General Department of Customs to determine appropriate measures to promote reform in the coming time; assessing the status of implementing import-export administrative procedures in a number of important areas such as: specialized inspection, national single window; collecting enterprises' assessment of the quality and performance of local customs departments in a number of key areas, providing monitoring tools for the General Department of Customs in improving the quality and work efficiency deployed at local customs departments. Comparing to the survey contents of previous years, in 2018, the General Department of Customs has surveyed the contents of "procedures of goods supervision", "carrying out procedures of inspecting, identifying codes and customs values "," specialized management ", "national single window".

Could you give a brief description of the results of the survey this year?

In order to gather the most accurate information on the implementation of administrative procedures in import-export activities, the survey focused on the group of enterprises have practiced import-export procedures since January 1, 2017 to mid-year 2018. The selected enterprises must be ensured the representativeness for each enumeration area to conduct survey. Up to now, the enterprise survey has basically been completed. The survey covered enterprises in all economic sectors of Vietnam, whereby domestic private enterprises accounted for the largest proportion of respondents; followed by the FDI sector, followed by the state-owned enterprise group. Most participating enterprises in the survey have many years of experience in implementing customs procedures, the enterprises with 5 years or more of experience account for the majority, followed by enterprises that have done customs procedures for 1 to 5 years, enterprises start-up participating in customs procedures account for a small proportion. It is expected that in the beginning of January 2019, the results of the survey will be widely publicized for enterprises community.
