At present, the situation of transporting smuggled goods from the border areas to the inland ones is quite complicated, including the use of passenger cars and convertible vehicles for the transportation of smuggled goods or ban goods from the border area of the provinces such as Quang Ninh, Lang Son and the vehicles were arrested by the functional forces. In order to transport smuggled goods successfully, the objects reinforced the cargo on the vehicles, even they used the converted passenger car to transport cargo so that the checking forces do not recognize the smuggled goods. When being chased by the checking forces, the objects in spite of their life drive the high speed to disperse the goods.

Relating to the use of the expired vehicles for the transportation of smuggled goods, recently, the National Standing Office of the 389 Steering Committee sent a request to the Ministry of Transport to inspect the cars of carrying passengers for transportation of illegal goods, forbidden goods, counterfeit goods in 8 provinces including Ha Noi, Hai Phong, Quang Ninh, Lang Son, Bac Ninh, Bac Giang, Hai Duong, Hung Yen. In reply to this dispatch, the Ministry of Transport has statistics until the end of June 1, 2017, the whole country has 7,474 expired passenger cars. According to statistics from 1/1/2016 to 1/6/2017, in the 8 provinces as many as 1,295 passenger cars joining in the transport of prohibited goods, smuggled goods, counterfeit goods were arrested and processed. Most violent vehicles have expired. Under current regulations, if the situation of deliberately transporting smuggled goods in large quantities will be confiscated vehicles, especially the vehicles of the expired use.

A representative of Vietnam Road Administration said that the unit is carrying out the journey monitoring for all road vehicles (passenger cars, trucks) ... The General Department of Roads regularly works with provinces and cities to Implement the fight against smuggling, trade fraud and counterfeiting. Accordingly, the journey surveillance data has been used by the functional forces during the investigation and opening a criminal investigation. At the same time, the General Department of Roads requires the bus stations to be equipped with software to manage the bus station to control the goods, especially prohibited goods. However, nearly 500 nationwide bus stations is a big challenge in controlling luggage with cargo on passenger cars.

Regarding the sharing of cruise surveillance data for customs offices, police, etc., the implementation of the fight against smuggling and trade frauds, the representative of the Road Administration said that the unit is able to share information on location of the vehicles (stop location, driver's name, vehicle management unit, etc.) while the transported cargo on the vehicle is difficult to control.

According to the Standing Office of the National Steering Committee 389, for road routes, the sharing of journey control data for the fight against smuggling is necessary. Accordingly, the Ministry of Transport should grasp key areas, stations, roads, and facilities. For example, the transport of smuggled goods from Lang Son to Hanoi, Quang Ninh-Hanoi, Lao Cai-Ha Noi ..., if the controlling forces have data for the journey control (key areas -bus stations and roads-, Approximately 50 key vehicles and key objects -passenger cars, trucks ...), there will be measures to prevent in time.

In addition, in the coming time, the Ministry of Transport should direct the controlling forces to take the initiative in grasping the situation, to tightly control loading and unloading cargoes for all types of transport; to enhance the organization of cadres, it is resolute not to allow the subjects to take advantage of hooks to smuggle and trade frauds. At the same time, strengthening the inspection and examination of negative public affairs, coordinating and sharing information with competent agencies in detecting the handling of smuggling, trade fraud, and counterfeit goods. The Standing Office of the National Steering Committee 389 is the strong linking among the Ministry of Transport with related ministries and agencies to organize seminars on the coordination mechanism between the 389 National Steering Committee Transportation( Ministry of Public Security, Ministry of Defense, Ministry of Finance) with the Steering Committees 389 of localities.
