Accordingly, in order to minimize complaints about the field of post clearance audit, the General Department of Vietnam Customs has issued Official No.5811/TCHQ-KTSTQ requesting local Customs Departments to implement the post clearance audit to settle complaints and denunciations in accordance with provisions of the Customs Law, Law on complaints N. 02/2011/QH13, law on administrative violation and guiding documents.

On the other hand, Customs Departments need to strictly implement the requirements for verification and provision of information as per regulations.

For cases related to sophisticated price and code, the General Department of Vietnam Customs directed local Customs Departments to consider in line with guidelines and provisions of the law. Ensuring objectivity and transparency and avoiding disputes leading to a reduction of effectiveness of complaint resolution.

The leader of Vietnam Customs also requested that the directors of local Customs Departments need to grasp thoroughly, inspect and urge units to implement in accordance with the law and guidelines in this Official Letter.

In order to successfully implement targets related to post clearance audit in 2017, in the recent times, the General Department of Vietnam Customs has issued a document to correct the post clearance audit for key businesses in big local Customs departments. At the same time, developing audit plans in Customs Departments such as Ho Chi Minh city, Hai Phong, Binh Duong, Dong Nai, Long An and etc.

In 2017, the leader of Vietnam Customs assigned to the entire Post Clearance Audit force to implement maximum 1,240 audits (at declarer’s headquarters) and collect 2,000 billion VND contributing to State budget.

According to the latest information from Vietnam Customs, the accumulation from the beginning of the year to 28 July 2107, the entire Post Clearance Audit force implemented 4,991 audits, in which 4,365 audits at Customs headquarters and 626 audits at declarer’s headquarters. The total revenue from tax and fine is 1,165.3 billion VND, and actual revenues contributing to the State budget is 1,034.3 billion VND.

Remarkably, some departments with high revenues are Post Clearance Audit Department, Haiphong, Hanoi, Binh Duong, Bac Ninh and etc.
