Accordingly, in order to enhance the handling of outstanding tax debts under the direction of the National Assembly and the Government, the Ministry of Finance requested the General Department of Taxation to direct competent units to inspect, supervise and to establish an inspectorate to make a special project on the handling of outstanding tax debts and make monthly reports to the Minister of Finance.

The General Department of Taxation shall also have to direct the provincial / municipal Tax Departments to develop a solution to handle outstanding debts, to sum up and report to the Ministry of Finance for approval of a general plan and assign the Director General of Taxation to approve the solution to handle outstanding debts for each Tax Department. At the same time, further reviewing the problems in the management of tax debt collection, thereby amending and improving the management and enforcement process of tax debts; promptly completing the draft resolution of the National Assembly to handle irrecoverable tax to the budget.

The Ministry of Finance requests the provincial / municipal Tax Departments to review the outstanding debts in their localities and develop solutions for debt recovery and report them to the provincial / municipal People's Committees and the General Department of Taxation for approval no later than October 31st, 2018.

The task of tax debt settlement will be assigned to each leader of departments, divisions, branches and officers in charge of tax debt management.

Monthly, the tax departments must list organizations and individuals that have large tax debts in their respective localities and propose solutions and report them to the provincial / municipal People's Committees; and disclose information on tax debtors on the mass media. In addition, to handle applications for extension of tax payment deadline in a timely fashion and to completely handle debts in process before December 31st, 2018, to make procedures for abolishing tax debts for cases described in Law on Tax Administration and guiding documents.

The Ministry of Finance requests tax branches and regional tax branches to closely collaborate with the People's Committees of communes and wards and divisions under district people's committees to recover outstanding tax debts to the state budget.
