Specialized inspection procedures mainly by manual methods

According to representatives of the Customs Control and Supervision (General Department of Customs), Resolution 19/2016/NQ-CP of the Government assigned to ministries and agencies to innovate management methods, implement specialized inspections on the basis of risk management principles, evaluate the level of compliance law of each business; nd apply authorized economic operator (AEO). That is to evaluate the level of risk following specific shipments for inspection instead of spreading resources as per the current test (all shipments are subject under specialized inspection by modes of transport, all border gates will implement 100% specialized inspection whether efficiency is high or low).

However, currently, ministries and agencies have not reached the turning point to apply risk management method. Besides, the procedures related to the field of specialized inspections by electronic methods also have limitations, which is why it is still performed manually.

Currently, there are only a few new procedures related to specialized inspection initially done by electronic methods in some ministries. For example the Ministry of Transport has officially implemented a number of procedures in the group such as: issuing certificates of technical safety and environmental protection for motorcycles; motorcycle imports, import of engines used for the manufacture and assembly of motor vehicles, motorcycles; certificates of technical safety to import electric bicycles; Quality certificates of technical safety and environmental protection four-wheeled vehicles operating within import restrictions; safety certification of environmental protection techniques for import of motor vehicles and quality certification of technical safety and environmental protection for import special-use vehicles.

The Ministry of Agriculture and Rural Development has developed a number of steps in procedures such as: Registrationto perform quality certification for imported aquatic food; Registration for quality inspection of imported animal feed; Certification for imported phytosanitary, transit and domestic transportation (being implemented at Noi Bai phytosanitary stations); Quarantine certificates for exported animal products (being implemented in some places) ... The Ministry of Health has implemented procedures for granting certificates of satisfactory import of state inspection agencies for the quality of imported food.

Under Customs Control and Supervision (General Department of Customs), one of the solutions to reduce the rate of goods that attract specialized inspected in order to shorten the clearance time is first the ministries and agencies must fundamentally change their management mode, apply risk management (analysis of information, risk assessment); while promoting progress, and connection to the National Single Window. This is the task that ministries and agencies will have to implement to comply with the spirit of Resolution 19/NQ-CP.
