On 14th February 2017, a branch of a commercial bank transmitted information through the Customs E-Payment Portal with the content that an enterprise carried out a tax transaction of more than 70 million vnd for a consignment of imports and exports. After that, the Customs Branch where the procedures were carried out (a Customs Branch of the Hai Phong Customs Department) carried out procedures for accounting debts and Customs clearance of goods according to current regulations.
However, after the deadline, the Customs Branch did not receive the payment receipt paper (of the enterprise) to the State budget issued by the State Treasury.
After many documents exchanged with the bank, until 31st March 2017, the Customs Branch received the payment receipt transferred by the State Treasury.
The case has been one of the few cases where the late transfer of payment receipt into the State budget was made by commercial banks to submit to the Hai Phong Customs Department recently.

In order to solve the above difficulties, the Hai Phong Customs Department has recently proposed the Department of Import-Export Duty (under the General Department of Vietnam Customs) to exchange information with the commercial banks (which have signed cooperation with the General Department of Vietnam Customs) to take remedial measures, not to make the above errors and fulfill responsibility in the implementation of State budget revenues as stipulated in Circular 184/2015 / TT-BTC.
