One Customs official from Ha Noi Department of Customs revealed in 2015 and in the first half of the year 2016, in addition to late submission of specialized inspection results, violation cases derived from failures to meet conditions for imports and to keep remained status of goods after preservation in their premises, with no import permits at the time of inspection and no notification of products.

Several items which broke the regulations on specialized management and specialized inspection and were discovered by the Customs Department included milk of all kinds, fork-lift trucks, ventilators, electrical fans, air compressors, gas-holders, sugar material, helmets for motorbike.

In Ha Noi Department of Customs’ viewpoint, to deter breaches, the Customs Department has applied penalties in terms of administrative violation and issued notification of not allowing violators to bring goods to their storages for preservation for 6 months.

In order to facilitate enterprises, cut warehouse costs and ensure the conditions for goods preservation, Customs has allowed enterprises to bring home goods for preservation while waiting for specialized inspection results over the past time. Nevertheless, upon bringing home goods for preservation, some traders did not obey the obligations of notification of specialized inspection results on time. Some traders even attempted to deliver uncleared goods to the consumer market.
