These regulations are intended to secure an information database on these types of assets.
According to the draft, the information data on road infrastructure shall be inspected and certified by the General Department of Vietnam Railways (for assets managed by the government), Department of Transport (for assets managed by local authorities) based on the current regulations.
Unit code in the software is the code related to the state budget, which is issued by the Ministry of Finance, Department of Finance in the shared list, converting for use as a corresponding code in the software .
In case, national or personal units are assigned to manage, use and exploit road infrastructure but no code related to the state budget shall use the tax code to identify and assign unit code accordingly.
Also, the draft also stipulates the responsibilities of each ministry in joining construction of the software and regulates the provisions of the local responsibilities to direct the Department of Finance, Department of Transportation and the and other relevant departments to strictly implement the provisions on the management, operation and exploitation of the database as well as the implementation of reports about the management, the use of road infrastructure according to the requirements of the authorities.
In particular, the intentional acts of damaging software and databases; intentional illegal acts of accessing, falsifying information and using data the database information on personal and other purposes without being permitted by state agencies shall be treated under the provisions of Decree No. 192 of the Government on administrative sanctions in the field of management and use of state property, thrift practice and anti waste activities, national reserves and State Treasury.
Decree No. 10/2013 / ND-CP stipulates the management, use of assets and road infrastructure assigned to the Ministry of Finance and Ministry of Transport to build and manage the national database of road infrastructure.
Currently, the Agency of Public Asset Management – the Ministry of Finance is collaborating with the General Department of Vietnam Transport officially completed and put into use the integrated road infrastructure software.

Through an experimental time, software was updated about road infrastructure including 6.051 assets including highways, bridges, tunnels, etc with a total value of 1.332.697 billion VND.
