Breakthrough "3 in 1"

The story began a few years ago; leaders of Quang Ninh Customs Department rekindled the idea of building a "Centralized procedure and management model" at Mong Cai border gate Customs Branch. Therefore, in the guiding documents or in the key staff meetings of the unit, the leaders of this unit emphasized and prioritized, determined to implement this model in 2018.

Stemming from practical requirements, Mong Cai Gate Border Customs Sub-Department is also the only unit in the area to manage 3 locations for receiving and registering declarations (including: Procedures for Import and Export Procedures I, II and ICD Thanh Dat Professional Team). This situation leads to waste and dispersion of resources; businesses incur costs due to travel procedures in many places. On the other hand, to aim at streamlining the apparatus, creating favorable conditions for businesses is also the motivation for leaders of Quang Ninh Customs Department to change management thinking, determination to build the scheme "Procedure model and centralized customs management”.

In order for the scheme to keep abreast of requirements from practical life, Quang Ninh Customs has conducted public comments from the General Department of Customs, the People's Committee of Quang Ninh province to the business community. Through many consultations, the project has received a high consensus in terms of policy for the unit to absorb and improve, as well as focusing on preparing conditions on infrastructure, facilities, and groups of apparatus and personnel to deploy.

Beginning April 11, 2018, the leaders of the General Department of Customs decided to recognize and implement the scheme on "Customs procedures and centralized customs management" implemented at Mong Cai border gate Customs Branch. From 3 locations for receiving and registering declarations, including: Import and export cargo procedures team I and II and ICD Thanh Dat professional team are shortened only to the import-export procedures Team.

With this model, the Import and Export Procedures Team is the only destination for enterprises with import and export activities in Mong Cai City. Thanks to the implementation of this new model, the Department actively reorganizes the apparatus and civil servants in the direction of "specialized, intensive and professional" to improve management efficiency and suit the current customs management and requirements...

Thanks to focusing on a focal point of management, enterprises also easily respond to policies, as well as listen to instructions from customs officers. Therefore, the model has met the "3 focus" criteria, including: Focusing on a focal point for managing and resolving procedures, concentrating on resources (specialized, in-depth procedures, on supervision close); focus on customs declaration and import and export data management.

Reliable destination

Thanks to the utilities that "Concentrated customs procedures and management model" have helped the leaders of Quang Ninh Customs Department to ease their worries about resources before the rise of various types of import and export. This is also a measure of satisfaction of enterprises with customs authorities. The results have proved, since the deployment of the new model, the workload has increased; the import and export turnover has increased sharply. Not only that, besides the traditional businesses, long-term sticking to procedures at the unit, also attracted hundreds of new businesses to go through procedures at the Mong Cai Border Gate Customs Branch.

Among more than 500 enterprises do procedures at Mong Cai Border Gate Customs Branch, Do Van Tourism Service and Trading Co., Ltd. (address 7, Xuan Dieu Street, Tran Phu Ward, Mong Cai City, Quang Ninh) has had 14 years of trading in machinery and equipment for seafood processing and processing, contributing 5-7 billion VND in tax to the state budget every year.

Director of Luu Van Do Company said that 14 years of establishment of the Company, it is about the same time that enterprises choose and stick to customs procedures at Mong Cai Border Gate Customs Branch. During the process of participating in customs procedures, our company witnessed the Customs agencies to reform their procedures in a modern way, creating favorable conditions for businesses. Enterprise itself has the opportunity to approach all management methods of the Customs industry such as manual customs declaration, remote customs declaration, e-customs procedures, and automatic customs clearance system (VNACCS). / VCIS). When the Customs Department implements the VNACCS / VCIS system to help save costs and people, enterprises have conditions to expand their business types.

Mr. Luu Van Do added: in the past, when businesses opened a declaration at Bac Luan border gate, they had to run to the head office of the Branch to ask for the leadership of the Branch, although the distance was not far away, it took a long time to go. Since the Department implemented this new model (located at the head office of the Branch), focusing a management clue, the company makes electronic procedures, paying electronic tax 24/7 very conveniently. On the other hand, if there are problems with procedures, policies on goods, tax policies, they will be answered promptly by leaders of the Branches and civil servants.

The same opinion with the Director of Do Van Company, representative of Quang Ninh VOSA (with address at Km2, Hoa Binh Avenue, Mong Cai City, Quang Ninh) is one of the leading companies in developing the type of bonded warehouse business in Mong Cai City, with nearly 30 years of operation (established in 1991).

Mrs. Bui Thi Hang, officer in charge of bonded warehouse Quang Ninh VOSA, said that every month, bonded warehouses have about 60-70 containers of goods (alcohol, cigarettes) going in and out, equivalent to 60-70 sheets of declaration. The implementation of a new management model by Mong Cai Customs, businesses benefit greatly in saving manpower. That is, instead of enterprises that have received the declaration form at the Import and export cargo procedure Team, and then moved to the bonded warehouse to carry out the warehousing, supervising the ex-warehousing ..., now the enterprise opens the declaration for export and import of bonded warehouses at 1 point. On the other hand, due to the special characteristics of bonded warehouse and goods trading activities in the afternoon, the workload of warehouse supervision is very large. In this new management model, Team leaders directly divert declarations right on the system for each civil servant to solve procedures, ensure that enterprises come to all procedures to be solved immediately, directly reducing the workloads with merit in charge of bonded warehouses.

After 8 months of implementing the Customs procedures and customs management model has achieved positive effects, especially to benefit enterprises under the criteria "3-to-3 increase". Specifically, "3 reductions" include: Reducing customs clearance time (imports decreased by 7 hours, exports fell by nearly 3 hours); reduce costs, manpower and travel time of enterprises; reducing enterprises to contact Customs officers. “"3 increases" include: Import and export activities increased compared to the first 3 months (completing procedures for 39,451 declarations, up 36%; import and export turnover reached 3,695 million, up 24.8% over the same period in 2017); budget revenue reached VND 559 billion, up 80.9% over the same period in 2017; The total number of enterprises participating in the procedure is 584, an increase of 323 new businesses to do customs procedures.
