Expanding car allocation

Specifically, according to Mr. Thinh, in implementing the direction of the Prime Minister, the Public Property Management Department has drafted a Decision replacing the Decision No.32/2015 /QD-TTg regulating the standards, norms and administration and use of cars in state bodies, public service units, one-member limited liability companies with 100% capital owned by the State.

The new draft is set to reduce by 30-50% of the number of cars available for public missions in ministries, branches, and localities by 2020; specify the mechanism of expenditure allocation for using cars or renting cars to serve the work as some ministries and localities have implemented (the Ministry of Finance, Ministry of Transport, Hanoi, ...). Currently, the draft is submitting to the Ministry for evaluation comments of the Ministry of Justice.

About the rearrangement of houses and land, in the first 6 months of the year, the Ministry of Finance within its authority has approved the plan of rearranging and dealing with 1,374 houses and land. By June 20, it approved 1,550 /1,573 housing estates (reached 95.48%) in Ho Chi Minh City; 1,460/1,740 housing estates (reached 83.9%) in Hanoi.

Following the direction of the Prime Minister, the Ministry of Finance also sent an official letter requesting the ministries and branches to report to the Ministry to submit to the Prime Minister on the use of head offices in the ministries and branches after investing in new head offices and the management, use of guest houses, office II of these ministries.

Regarding the policy of rearranging the housing estates and the money collected from the old position when moving, the Public Property Management Department has developed and submitted to the Ministry for submission to the Prime Minister for consideration and promulgation Decision the amendment and supplementation of No. 09/2007/QD-TTg on the rearrangement and handling of houses and land owned by the State; the amendment and supplementation of Decision No. 86/2010/QD-TTg on the Financial Regulations for the relocation of establishments causing environment pollution and establishments which must be relocated under the urban construction plans of the Prime Minister. At the same time, the Ministry of Finance sent a written report to the Prime Minister for handling the management and use of the money collected from the arrangement of the houses and land, and the old position after relocating.

Perfecting the guiding law urgently.

About the Law on Management and Use of State Property, after the process of development, acceptance, and explanation, the Project was approved by the National Assembly on June 21, 2014, with 93.69% of National Assembly members approved.

The Law on Management and Use of State Property is issued to concretize the scope of public assets in accordance with the Article 53 of the Constitution and at the same time, define the management, use and the role of the State as the Owner’s representation and unify the management of public property, create the consistency in the legal system; promote achievements, overcome shortcomings and limitations in the management and use of public assets, prevent and remove wastefulness, loss and corruption in construction investment and procurement, use, handling of properties.

Right in the process of drafting the Law, the Public Property Management Department has actively drafted 11 decrees of the Government and 1 Decision of the Prime Minister guiding the implementation of Law on Management and use of State Assets, reported the ministry's leaders for approval and submitted to seek the approval of the financial agencies of ministries, central agencies, local financial departments and a number of relevant professional bodies for 9 draft decrees and 1 draft Decision to ensure the promulgation of the enforcement of the Law.

Deputy Minister of Finance Huynh Quang Hai adds that the successful development of the Law on the Management and Use of State Assets is an important move in the management of public assets, creating an important legal foundation to continue to put the management into order, contributing to better manage the country resources and more effective in the future.

Deputy Minister emphasizes, from now until the end of the year, the pressure of the drafting legal agency is very large to complete the huge volume of guiding documents to implement on January 1, 2018. The leader of the Ministry of Finance requests the Public Asset Management Department to assign its units to implement, watch closely, have specific progress, regularly exchange to remove difficulties and unify and sync documents in the points involved.

In addition, the Department also needs to focus on the propaganda and training of new and different regulations of the new law, starting with the staffs of the Public Properties Management Department, following by ministries, branches, localities, related and people, so that they all understand the contents of the Law.
