According to the General Department of Taxation, the e-tax declaration system has been implemented in all 63 provinces and cities and all tax branches. Currently, 99.93 percent of enterprises use e-tax declaration services and more than 11.8 million e-tax declaration records have been received.

The General Department of Taxation said e-tax payment is implemented via commercial banks. Accordingly, the General Department of Taxation has implemented policies connecting commercial banks since 2013. The General Department of Taxation connected with five commercial banks in 2014, connected with 33 commercial banks in 2015 and connected with 43 commercial banks in 2016. In 2018, it connected with 50 commercial banks.

So far, 63 of 63 tax departments have deployed e-tax payment services and encouraged businesses to use the service. The number of businesses registered to use e-tax payment services with the tax authority reached 98.19 percent. The number of businesses that registered to use e- tax payment services with banks reached 96.42 percent of the total number of operating businesses with the revenue contributed to the State budget of VND 656,824 billion and more than 3.1 million of e-tax payment transactions.

According to the General Department of Taxation, this result is positive. However, during implementation, there have been some difficulties and shortcomings such as the confusion of tax payers for the inconvenience and unsafe information when using the e-tax payment service, so many tax payers still directly carry out administrative procedures in tax offices. In addition, knowledge of taxpayers is still limited; many tax payers have never used information technology, the use and updating of the internet is low. Thereby, they face difficulties when using e-tax payment services at level 4.

To remove these issues, the tax sector will strengthen investment in technology, build an encrypted data warehouse and grant access licenses to ensure safety and confidence in the information of the user and the portal during operation and exploitation. Promoting publicity to raise awareness for business individuals or individuals generating income in using e-tax payment services and establish call centre to instruct and support tax payers in using the services are other goals.

In addition, tax authorities will also inspect, check regularly and periodically the development of e-tax services to detect shortcomings of the e-processes in the internal operations of tax authorities or errors in e-transactions; to predict risks that will occur, thereby providing measures to prevent them.

Other ideas are to issue annual plans to survey the taxpayers' satisfaction on the use of e-tax services, thereby understanding feedback for improving and upgrading service quality= to build a positive attitude of taxpayers when developing e-tax services.

Currently, tax agencies at all levels are implementing on schedule schemes on e-tax such as e-tax payment services for land, business households and individuals; piloting the e-declaration and payment of registration fees for automobiles and motorbikes; piloting e-tax declaration for house renting activities; piloting e-tax payment for business individuals through organisations authorized for tax collection.
