It is one of the contents in the Directive of the Chairman of Quang Ninh People's Committee on strengthening the fight against smuggling, trade frauds and counterfeit goods in the last months of 2018, and before, during and after Lunar New Year 2019.

In the Directive, Chairman of Quang Ninh People's Committee Nguyen Duc Long requested departments, branches, municipal and provincial steering committees 389 to drastically and effectively comply with instructions of the Government, Prime Minister, Provincial People's Committee and Steering Committee 389 at all levels, on the fight against smuggling, trade frauds and counterfeit goods.

At the same time, intensifying the inspection of public duty performance to promptly detect and handle officers who lack responsibility and collude with smugglers to illegally transport goods via the area.

Specifically, focusing on requesting units and forces to strengthen information collection and understanding of the actual situation, with close inspection and control at border routes, both sides of the borders, warehouses, illegal sites for gathering goods, markets, trade centers in order to promptly detect, arrest and strictly handle violations.

Accordingly, heads of localities, units, competent agencies shall have overall responsibility for the occurrence of serious and prolonged smuggling and illegal transportation of goods under their scope, functions, tasks, fields and areas.

The Directive specifies that Quang Ninh Custom Department shall request its subordinate Customs’ units to closely control Customs operation areas, and strictly comply with Customs procedures and closely imported goods across border gates; to synchronously deploy solutions to increase revenues and prevent tax losses; to change the approach and focus on preventing smuggling of Vietnam currency, foreign currencies, precious metals, cigarettes and mobile phones.

According to the Standing office of the Quang Ninh Steering Committee 389 (Quang Ninh Customs Department), by the end of October 2018, although the number of smuggling cases, trade frauds and counterfeit goods seized and handled by competent forces in the province reduced by 25%, the value of infringing goods increased by 12.9% compared to the same period in 2017.

From the beginning of 2016 to the end of 31 October 2018, the competent agencies in the province detected, arrested and handled 7,487 cases of trade frauds and counterfeit goods, seized infringing goods with a total value of over VND 150 billion.
