Quang Nam Customs: Facilitate to increase State revenue

Export goods take priority
One of the outstanding results of Quang Nam Customs Department in 2019 is trade facilitation for import and export activities of businesses which has aided the performance of investment projects of businesses. The investment projects of THADI Agriculture Production And Processing Joint-Stock Company. Tong Viet Minh, Deputy Manager of Ky Ha Border Gate Customs Branch said THADI Agriculture Production And Processing Joint-Stock Company imported itsfirst fresh bananas in March, currently; the company has exported 724 containers of fresh bananas valued at US$2.4 million via Chu Lai port- Quang Nam. The fresh bananas were exported to China. Because this is anexported fresh fruit item, Customs always provides the most favourable conditions to quickly clear goods for businesses.
According to a representative of Truong Hai Auto Joint Stock Company, the number of import and export declarations averages 200-300 declarations per day. Through e-customs clearance, the support and facilitation by Quang Nam Customs, customs clearance of businesses is quite favourable. In the near future, Truong Hai Joint Stock Company will export cars to the Philippines.
Van Cong Binh, Head of Import and Export Division of PanKo Tam Thang Company Limited, said the company specialises in processing and manufacturing goods for export. Although this regime is not subject to tax, it is complicated to manage the contracts. However, thanks to simplification of customs procedures and close guidance of customs officers, import and export activities are convenient. Recently, the company has piloted aregime of taking products produced for export into domestic consumption, this is a new procedure but customs officers of Quang Nam Customs Branch and Ky Ha Customs Branch have guided specifically the company, - Binh said.
Determining trade facilitation asone of the key tasks in 2019, Quang Nam Customs Department has deployed solutions. They include implementing the National Single Window and connecting the ASEANSingle Window according to the General Department of Vietnam Customs’ plan, which has helped cutthe time and cost of implementing administrative procedures and publicise the administrative procedure performance and enhance international trade. As a result, the department received and handled 152 e-C/O, 83 chemical declaration records and registered 60 records on the National Single Window and ASEAN Single Window. The department has applied online public services, reducing time for customs clearance and handling administrative procedures, facilitating and reducing time and costsin theimport and export activities of businesses.
These solutions have attracted businesses to carry out customs procedures in the area. More than 500 businesses have carried out import and export procedures at Quang Nam Customs, up 15.4 percent. The total number of import and export declarations in the first 11 months increased to 72,596 declarations, up 17.98 percent; turnover reached over $2,581 million, up 13.85 percent compared to 2018.
Revenue increased over VND 1,000 billion
According to Vo Si Quang, Deputy Director of Quang Nam Customs Department, in 2019, the department wasassigned by the Ministry of Finance the State revenue target of VND 4,600 billion and desired target of VND 4,700 billion, up 4.43 percent from 2018. As of November 30, the department had collected VND 5,525.5 billion, up more than VND 1,000 billion compared to 2018.
However, in 2019, due to the implementation of preferential programmes on import tax of automobile components and spare parts under Government Decree No. 125/2017/ND-CP dated November 16, 2017, Quang Nam Customs Department refunded import tax of VND 910.63 billion andrefunded for adding C/O and overpaid payment of VND 18.37 billion. Recently, implementing guidance of the Ministry of Finance, the department has revised the State budget reimbursement to 2019with a tax amount of VND 847 billion. As of November 30, Quang Nam Customs Department collected VND 3,749 billion, down 18.23 percent compared to 2018, 81.5 percent of the target assigned by the Ministry of Finance and 79.77 percent by the General Department of Vietnam Customs.
To achieve this result, Quang Nam Customs Department has focused on accelerating Customs reform and modernisation, facilitation for trade and import and export activities to cutcustoms clearance time and costs to increase revenue. The department’s leaders have monitored and managed revenue collection in each customs branch to promptly check, analyse and evaluate factors affecting the revenue to provide solutions in each period to ensure collection progress in the whole department. Quang Nam Customs has assessed traditional revenue sources and predicted new revenue sources in the year, and actively worked with large businesses to collect information on the import and export activities of businesses, thereby, developing plans to support businesses and make the estimate of budget revenue of the department.
The department has regularly conducted inspections and reviews for tax exemption, reduction and refund, especially for investment incentive projects. As of November 31, Quang Nam Customs Department completed post clearance audit and issued 23 decisions on imposing tax with total revenue from the post clearance audit of more than VND 8.67 billion. Notably, in 2019, a timber smuggling case was arrested, prosecuted and transferred to Police for investigation by Nam Giang Border Gate Customs Branch.
