Provinces are not allowed to keep entry and exit fees

Voters of Quang Ninh Province have sent proposals for the consideration of a mechanism to allocate 100% of the revenue collection from entry and exit fees to Mong Cai city from 2017 to 2020, in order to upgrade the border gate infrastructure and purchase hi-tech equipment in service of the operation of the border gate.
According to the Ministry of Finance, as stipulated in Article 35 of the State Budget Law in 2015 and the guiding documents, the fees collected by the central State agency is the revenue to be 100% inherited to the central budget revenue.
According to the provisions of Article 3, Circular No. 219/2016 / TT-BTC of the Ministry of Finance dated 10/11/2016, the organizations which collect the exit and entry fees include; the Vietnam Immigration Department, the Border Security Department (Ministry of Public Security), police and provincial commander of border guard; Consular Affairs Department and of HCM Foreign Affairs Department (Ministry of Foreign Affairs).
Thus, according to the above regulations, the amount of fees for entry, exit in the Mong Cai city, Quang Ninh province, is used to meet the expense tasks of the central budget, including targeted expenditure for local budgets included Quang Ninh.
In the medium-term public investment plan for 2016-2020, Quang Ninh province is supported by more than 4,430 billion VND of investment capital for the implementation of targeted programs, in that the central budget is supporting projects funded for Mong Cai city with nearly 900 billion VND. Therefore, the Ministry of Finance proposed Quang Ninh province to use the above central budget as well as local budget resources for investment in socio-economic development of Mong Cai city.
