The Prime Minister has set targets of 6.7% GDP growth in 2017.
Specifically, for the Ministry of Planning and Investment, the Prime Minister has set targets of 6.7% gross domestic product growth (GDP) in 2017, 4% average consumer price growth (CPI), 31.5% total social capital development over GDP, and the rate of industrial zones, export processing zones having wastewater treatment systems at an acceptable environmental standard at 87%.
The Ministry of Agriculture and Rural Development has been set the targets of 41.45% forest coverage rate in the 2017 plan.
The export turnover growth of 6-7%, the trade deficit over the total export turnover of 3.5%, a decreased rate of energy consumption per unit of GDP compared to 2016 of 1.5% are the targets for the Ministry of Industry and Trade in 2017.
The Ministry of Health has been set the targets of 25.5 beds per 10 thousand people (excluding beds in neighborhood medical clinics), 82.2% of the population participating in health insurance.
The 2017 targets allocated to the Ministry of Labour – Invalids and Social Affairs include: decrease of poverty rates under the multi-dimensional approach from 1-1.5%, in which reducing poverty rate is 4% in poor districts; unemployment rate in urban area is less than 4%; the rate of trained labor is at 55-57%, in which the rate of at least 3-month-trained labor having certificates is at 22.5%.
The Prime Minister assigned the Minister of Planning and Investment to inform ministries, ministerial-level agencies, agencies under the Government, central bodies, economic groups, and State-owned enterprises targets related to the economic – social development plan in 2017, including: Information and communications, education and training; basic investigation tasks, production tasks.
On the basis of the targets above, ministries, ministerial-level agencies, agencies under the Government, central bodies, economic groups, and State-owned enterprises must inform related units the targets of the economic – social development plan in 2017 before 31st December, 2016 to implement.
Besides, make greater effort to fulfill the targets orienting the economic –social development plan in 2017 by the Resolution of the National Assembly, Economic – Social Development Plan in 2017 and this Decision.
At the same time, submitting quarterly reports on the implementation and implementing results of the economic –social development plan in 2017 to the Ministry of Planning and Investment to summarize and report to the Government.
