Tax revenue from import-export is good, but domestic’s have difficulty
Report on the results of the city budget collection, Director of the Department of Finance Phan Thi Thang said that in 2018, Ho Chi Minh City was assigned the total state budget revenue of 376,780 billion VND, of which domestic revenue 256,210 billion VND, revenue from import-export activities is 108,000 billion VND.
As of December 17, HCMC's budget revenue reached 341,964 billion VND, reaching 90.76% of the estimate in 2018. Of which, domestic revenue was 217,000 billion VND, reaching 84.81%; Revenue from crude oil: 22,021 billion VND, gaining 175.19% of the estimate, up 48.27% over the same period; Income from import-export activities was 101,900 billion VND, reaching 94.35% of the ordinance estimation.
Based on the current situation, HCM City's total budget revenue in 2018 is estimated at 367,552 billion VND, accounting for 97.55% of the estimate (376,780 billion VND) and increasing 6.54% over the same period last year for the same period. In particular, domestic revenue, estimated at 235,151 billion VND, reaching 91.78% of the estimate (256,210 billion VND) and up 7.6% over the same period. Revenue from import-export activities is estimated at 108,000 billion VND, achieving 100% of the estimate and decreasing 0.96% over the same period.
Reporting on budget revenue to the end of 2018, Director of Customs Department of Ho Chi Minh City Dinh Ngoc Thang said that the unit will work every day, including Saturdays and Sundays in the last two weeks of 2018. Currently the unit has written a letter and sent to the relevant units for coordinating work to be done during the holidays to serve for the customs clearance of goods for businesses. Strive to complete the target of 108 trillion VND.
Determined to reduce tax debts
Analysing the revenue from import-export activities of Ho Chi Minh City, General Director of Customs Nguyen Van Can said that the revenue reduction was mainly due to imported cars. From now until December 31, the General Department of Customs estimated that it will reach the target of 108,000 billion VND.
HCM City chairman Nguyen Thanh Phong said over the period of the year, the city's units often sat together to discuss measures to complete the central budget allocation, but according to the budget estimates this year, the budget revenue is only just over 97%. The units also discussed many solutions, but there is still difficultly to complete the target. To reach the target, in the last days of 2018, HCM City has to collect nearly 2,000 billion VND a day, while during the whole of 2018 (except Sunday), HCM City received 1,023 billion VND a day.
Mr. Nguyen Thanh Phong affirmed that HCM City will do its best, but it is unlikely that the target will be achieved in 2018. There are many causes, but the main reason is that the target is too high.
Assessing the results of the HCM City People's Committee, Minister of Finance Dinh Tien Dung said that the speed of domestic revenue is basically consistent with the economic development of Ho Chi Minh City. However, Ho Chi Minh City needs to assess the reality of how the economy generates revenue, and provide effective collection solutions.
"For the tax office in general, the target is to bring down the debt to less than 5%, but the tax debt of less than 90 days that is likely to be collected at the HCMC Tax Department in 2018 increased, so why? We need to provide answers to deal with the rising tax debt," the minister said.
For the less than two weeks to the end of 2018, Minister Dinh Tien Dung asked the financial sector of Ho Chi Minh City to try and work to the end of the year to both support business and to increase Budget revenue this year.
Minister Dinh Tien Dung affirmed that HCM City's budget management results have a great impact on the central budget, so it is of great interest. The Minister also agreed with Ho Chi Minh City that the 2018 budget allocation is high, so the budget allocation for 2019 for HCMC has been adjusted.
In terms of revenue collection, the minister assigned the HCMC Tax Department to collect 243 trillion VND, to immediately handle tax amounts in line with the conclusions of the State Audit, the debt must be reduced to at least be the same as the end of last year.
The Minister also asked Ho Chi Minh City to open the city's resources, including the restructure of state-owned enterprises, to focus on the socio-economic tasks in 2019; effectively implement the Government's resolutions on business facilitation, together with strict control, focus on enterprises’ risk, reduce budget revenue.
