Attending the session were Ministers of Finance, Ministers of Health of G20 member countries, leaders of international organizations (International Monetary Fund, World Bank, World Health Organization and ADB) and 9 guest countries. Minister of Finance Dinh Tien Dung and Minister of Health Nguyen Thi Kim Tien represented the Vietnamese delegation at the session.
The National Health Care Program (UHC) contributes to the development of human resources, towards sustainable and inclusive growth, while promoting prevention, detection and response to medical emergencies, thereby strengthening national, regional and global health security. The importance of UHC has been widely recognized for policy development.
Developing countries have to face many challenges such as inadequate resource mobilization, aging population, unsuitable developmental support for health, inefficiencies and inequities in the health system such as a series of cases of pandemic and antibiotic resistance, which is a threat to economic growth and social stability. Therefore, the establishment of strong health financing systems becomes important, creating a solid foundation for long-term growth and building the necessary policy space to prepare for the future.
At the session, Minister Dinh Tien Dung highly appreciated the initiative to support the implementation of universal health care to establish a national system, that ensure everyone's basic and quality medical services. The G20 affirmed its commitment to the G20 General Knowledge report on the importance of finance for the UHC program in developing countries.
This is the first Report to promote financial issues for the UHC program in the G20. It emphasizes the importance of prioritizing domestic and foreign financial resources and the importance of effective, fair and sustainable health systems, improving capacity and contribution of the private sector.
Dung said that Vietnam has made efforts to implement many health and financial solutions towards coverage of universal health care in the past two decades. Particularly, it is the full financing for buying health insurance cards for disadvantaged people right from the first stage and a network of medical establishments, increasing access to medical services.
The Government of Vietnam has increased investment and accelerated the restructuring of the state budget in the health sector, prioritized the budget allocation for the health sector and ensured the spending rate for the health sector higher than for the state budget.
Promoting socialization, mobilizing resources to develop the health system, diversify forms of public-private partnership. Accordingly, 89% of Vietnamese population participate in health insurance, reaching an essential health service coverage index of 73 points (over 100 points), higher than the average of Southeast Asia region (59 points) and the world (64 points).
The level of financial protection for people in health care is improved, disaster health spending is over 25%; household spending is only 1.8%; poverty by health spending is almost eliminated (1.3%).

Vietnam as well as G20 countries are committed to further promoting multilateral cooperation and close cooperation between financial and health agencies, promoting support from international organizations with a common goal of ensuring national, regional and global health security.
