Making Vietnam business environment on par with other countries

VCN - From a country with a closed economy, Vietnam has gradually become a very open economy. This is an opportunity but also a challenge when fluctuations of world economy and politics can affect Vietnam immediately. In this context, only the reform, improvement of business investment environment to the highest level can bring Vietnam to firmly overcome the fluctuations. Prof. Dr. Vu Minh Khuong, Lee Kuan Yew School of Public Policy, National University of Singapore, member of the Vietnamese Prime Minister’s Economic Advisory Team, shared his opinion about this issue.

The trade war between the United States and China is raising concerns with complicated developments. In your opinion, how should Vietnam respond to this trade war?

First of all, Vietnam must be able to resist very well because the world's economic and political situation is constantly fluctuating. China becoming strong or weak also causes many impacts on us.

With an open economy like Vietnam, the fluctuations of the world economy will also have a big impact on Vietnam. Therefore, at present and in the next few decades, Vietnam must be ready for response scenarios. It's like building a house against a storm. To build a large, good and eco-friendly house, Vietnam must attach much importance to economic and social institutions as well as the macroeconomic environment. When doing anything, we also need to pay attention to productivity, environment and sustainable development.

First of all, we must clearly understand partners, realize that “change or die”; Second, locate the strategy of Vietnam; Third, Vietnam should have the resonance, meaning that branches and localities need to work together; Fourth, develop sustainably, not only for today but for tomorrow; Fifth, Vietnam must make the world astonished of the Vietnamese. If they are only impressed by Vietnamese at the average level, that is not enough.

Integration and opening is the way Vietnam has been going. The most remarkable point in Vietnam's recent international economic integration is the signing of the The Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). How do you assess the pressure of reform on Vietnam when the CPTPP is effective?

In 2019, the export turnover of Vietnam to CPTPP member countries may be slightly better, but more importantly, the sense of reform of Vietnam must be much greater. When I worked with local agencies, I found that their minds were much more different than before. This is not only found in HCMC and Hanoi, but also in the border provinces. I feel the "breath" of desire for change. This is good news. What Vietnam needs in the future is not only to untie, break the barriers in doing business as in the story "contract 10" before, but also mobilize everyone, all branches to create a solid foundation for the reform, facilitating the economy to develop better.

Vietnam's reform signals are praiseworthy, stemming from their own needs and their own implementation, rather than receiving the support from the World Bank (WB) or the International Monetary Fund (IMF) as previously. At present, Vietnamese experts are the ones who design the future of Vietnam. It seems that economic groups, private companies as well as localities are ready for this. This is a new move and I think that it is a very good sign. Learning, reforming and visualizing the future for Vietnam, capturing technology 4.0, sustainable development and social responsibility are “key words” in everyone's speech.

Now, our institutions are still slower than the demands of the times of the economy. Therefore, we need to learn from experiences of successful countries, especially the ones having similar conditions as Vietnam.

How do you perceive Vietnam's reforms over time? Does what Vietnam has done meet the requirements of the CPTPP in particular and the process of economic integration in general?

Vietnam's reforms have made a lot of progress, but Vietnam's reform level is still far from that of other countries in the region as well as in the world. Vietnam is still heavy on "untied" thinking when we are called for repair. Vietnam does this task quite fast and well. But the reform to create the foundation for the future, to get support from everyone is not available.

Therefore, investors in Vietnam still focus on opportunity but they do not think of "long-term, sustainable investment” to develop this nation together. They only see that Vietnam market has tens of millions of people, cheap laborers... so they invest. We have to strive to achieve the goal that the Vietnamese business environment is not inferior to that of other countries and that our institutions are so advanced that they find that investing in Vietnam is beneficial and safe. Our mentality still focuses on effectiveness, on different projects, but not on validity. If we create the belief for the people, for businesses, to bring together the dream of the whole nation, it will be much better.

Mr. Bui Thanh Son, Permanent Deputy Minister of Foreign Affairs: It is necessary to carry out drastically policies to promote businesses to take good opportunities of international integration.

The strong changes in the political and economic environment of the world pose great opportunities for Vietnam. However, challenges and difficulties will not be less, they will continue to increase and affect all countries, especially the ones having large economic openness such as Vietnam. In order to take advantage of the opportunities and limit the challenges, firstly, it is necessary to properly handle the relationship between active international integration and building a self-sufficient economy, raising the overall national strength. The implementation of the deepening integration commitments is creating more and more severe competition pressure on all three levels, including national, enterprise and product. The big issue is how to effectively implement the new generation of FTAs to enhance internal strength, improve the productivity and competitiveness of the economy. In addition, we need to continue efforts to consolidate macroeconomic stability, build a self-sufficient and adaptable economy to economic turbulence in the world and region.

International economic integration is the business of the entire people, in which entrepreneurs, enterprises are the leading force. The issue is that we need efforts to complete, implement drastically, effectively and actually mechanisms and policies to promote Vietnamese enterprises to take advantage of the opportunities and benefits of international integration. The Ministry of Foreign Affairs will continue to work closely with ministries, branches and localities to promote and enhance the efficiency of economic diplomacy, in which enterprises and people are centered to support businesses expand the market, attract technology investment, protect the legal rights and interests of Vietnamese enterprises in the international economic integration.

Dr. Deepak Mishra - Director of Macroeconomics, Trade and Investment (World Bank): Vietnam should remain firmly integrated into the global trading system.

International economic integration in recent decades has had a positive impact on economic growth and poverty reduction. However, the merits of trade integration may not have been shared equally among the world. Some of the costs of reallocating resources in the trade integration resulted in increasing unemployment and income inequality in some regulated sectors, which may not have been sufficiently addressed in some countries. This is the factor contributing to the formation of negative opinions on trade interests, the rise of protectionism, resulting in instability of policy. In that situation, Vietnam should remain firmly integrated into the global trading system.

Although the FTAs seem to be fair to all parties, each country has its own method of implementing these agreements. There are usually many legitimate barriers that each country can create to prevent the flow of foreign goods into their domestic market; At the same time, it must open the flow of domestic goods to be consumed abroad. In order to have real trade, it needs more time and steps.

In the coming time, we suggest that the Government need to urge and handle this issue. The lower levels of government also need to act decisively for the people as the Government has done. Ministries, sectors should continuously create favorable conditions for businesses to do their business. There are many complicated administrative procedures, especially at the direct levels that enterprises still face. In addition, we strongly recommend ministries and sectors to rapidly deploy online administrative procedures so that people and enterprises do not have to contact with departments or individuals who are regularly creating difficulties for them; To have mechanisms to publicize and clarify activities of administrative procedure-handling sections so that people can supervise; To minimize the harassment of civil servants for the people and businesses.
