Launching centralized Customs management model in Mong Cai

VCN- On 13th April 2018, in Mong Cai City, Quang Ninh Customs Department held the launching ceremony of the model of centralized Customs clearance and management at Mong Cai Border Gate Customs Branch. This is the first department in the Customs sector to deploy this centralized management model.

Attending the launching ceremony were Vice Chairman of Quang Ninh People's Committee - Dang Huy Hau, Deputy Director General of Vietnam Customs Vu Ngoc Anh and leaders of departments and agencies and representatives of associations and enterprises of Quang Ninh province.

At the launching ceremony, Vice Chairman of Quang Ninh People's Committee - Dang Huy Hau stated that in the recent year, the administrative reform has been drastically strengthened by Quang Ninh province, especially Quang Ninh Customs Department.

As an administrative agency in the province with many radical reforms, Mr. Hau stated that the deployment of the centralized Customs clearance and management model at Mong Cai Border Gate Customs Branch was the breakthrough in administrative reform and facilitation for the import and export activities of enterprises and the general development of Quang Ninh province.

At the launching ceremony, the Deputy Director General of Vietnam Customs Vu Ngoc Anh stated that this deployment played an important role in Customs operation, and the centralized and modern Customs management model was one of the development trends specified in the Customs development, modernization and reform plan for 2016-2020.

The deployment of the centralized Customs clearance and management model at Mong Cai Border Gate Customs Branch by Quang Ninh Customs Department shows that this is the first time that the administrative procedure reform has been comprehensively implemented at a Customs branch. This is also a prerequisite for the Customs to expand widely in other Customs branches.

“In addition, Quang Ninh Customs department has developed this model based on the insights and shared difficulties and desires to create a favorable environment for importers –exporters. The leader of General Department of Vietnam Customs acknowledged and highly appreciated this deployment by Quang Ninh Customs Department” Mr. Anh said.

However, according to the Deputy Director General, this was also a pressure on Quang Ninh Customs Department because it had to operate this new model well in the context of many difficulties. But the leader of the General Department of Vietnam Customs believed that with the initiative and active spirit, Quang Ninh Customs Department would successfully implement this new model, contributing to the general development of Quang Ninh province and the reform of the Customs.

Director of Quang Ninh Customs Department Bui Van Khang said that, this model would be deployed with the two key contents, including Reform on organization, and apparatus and administrative procedures reform for imported-exported goods in the Mong Cai city.

Mr. Khang stated that the model would be implemented under the principle of a focal point for receiving Customs dossier and unified data. The settlement of Customs dossiers, documents related to Customs dossiers would be based on the application of modern technology and equipment associated with the deployment of National Single Window and Online Public Service.

The deployment of the centralized Customs clearance and management model at Mong Cai Border Gate Customs Branch associates with the review, arrangement and streamlining of organizational structure and staff for effective and efficient operation; It closely follows the plan for reform, development and modernization of the Customs at the Quang Ninh Customs Department, and is in accordance with the orientations and objectives in the general plan on socio-economic development of the Mong Cai border-gate economic zone, Quang Ninh province, to 2020 with a vision to 2030. At the same time, it creates a more specialized, dynamic and efficient working environment, and shortens clearance time, and reduces the cost of Customs clearance and release for enterprises.

It can be seen that the launch of the centralized Customs management model in Mong Cai was the first breakthrough of not only Quang Ninh Customs Department but also the entire Customs sector. This new management model will be expanded by the General Department of Vietnam Customs.
