According to the department, in the first six month of the year, the Chinese government applied a “Zero Covid” policy, causing difficulties for import and export activities across the province.
In order to improve the customs clearance capacity, the local customs department provided solutions to facilitate import and export activities at border gates. The customs clearance for goods has been maintained at four border gates of; Huu Nghi, Dong Dang International Railway Station, Chi Ma and Tan Thanh. The border gate pairs of Huu Nghi- Huu Nghi Quan and Tan Thanh-Po Chai have launched a contactless logistics model and digital border gate platform, thereby enhancing the customs clearance capacity compared with the first three months of the year.
As of 30 June, the department has received and handled 36,402 declarations of 1,668 enterprises with the trade in goods of US$10,490 million. The import and export turnover at Lang Son Customs Department reduced 49.3% year-on-year to US$1,077.6 million.
Export turnover reached US$262 million. The exported goods mainly are fruits, Wood Plank Peel, iron ore, fine art furniture, and fishery products.
The import turnover reached US$815.6 million. The imported products mainly are machinery and equipment, means of transport, auto parts, aluminum alloy bars, iron and steel products, electronic components, consumer goods, and furniture.
In addition, the department inspected and controlled 81,088 exit and entry passengers, including 47,623 exit passengers and 33,465 entry passengers.
The sharp decrease in trade also affected the department’s revenue. As of June 30, the department collected VND2,270 billion, reaching 41.2% of the target, down 47.1% compared with the year ago.
Deputy Director of Lang Son Customs Department said that the reason for the plunge in the import and export turnover is due to the application of strict measures on imports and exports and exit and entry passengers for Covid-19 prevention. Many major commodity groups have been carried out procedures in other provinces or imported in limited quantities.
In addition, the commodity groups with major turnover and revenue decreased sharply compared to the same period last year. The tariff reduction roadmap under the ASEAN-China Trade Agreement for 2018-2022, and the policy of VAT exemption and reduction under the Government's Decree 15/2022/ND-CP dated January 28, 2022, had a great impact on the department’s revenue.
At the conference to review performance in the first half and set out task for the second half of the year, Director of Lang Son Customs Department Nguyen Hong Linh requested units implement solutions to facilitate trade and enhance the efficiency of state management and prevention of revenue loss in 2022.
The Director also guided units to effectively control people and means of transport on exit and entry across the area, improve customs clearance capacity, closely monitor the import and export activities at border gates, follow the working content at the meeting and the announcement of conclusions of the leaders of the Provincial People's Committee to implement solutions to facilitate import-export activities at the border gates.
The Customs Enforcement Team and border-gate customs units must closely supervise the area, effectively implement plans for inspection, control, and fight against smuggling and trade fraud while preventing drug crimes in the area.
