95.5% of enterprises register the electronic tax payment

According to the General Department of Taxation, the application of the electronic payment has achieved remarkable results in recent years. Specifically, up to June 2016, the total number of enterprises registering for the electronic payment through the portal of the General Department of Taxation is more than 513,000 enterprises, about 95.5% of the active enterprises. The total number of enterprises registering to use the service with one of the banks which provide these services is more than 492,000 enterprises, about 80.21%. Since then, the total amount paid into the state budget through the electronic tax payment system from January 1, 2016 to now is more than 174 trillion vnd.

According to the statistics, the number of payment papers through the electronic tax payment of the General Department of Taxation in the first 6 months of 2016 exceeded the total number of payment papers in the whole of 2015. Thereby, it is said that the demand for eletronic tax payment service has increased rapidly, particularly during the period of tax settlement in 2015 (March 2016).

A representative of the General Department of Taxation said that additional solutions for system capacity at the peak period of the first quarter of 2016 had positive results, met in a timely fashion users’ demand for electronic tax services of enterprises in Vietnam.

It is undeniable that these above achievements result from the great efforts of the officers and employees and the guidance of leaders at all levels in the Taxation. By assigning the norm to each officer in wards/teams, guiding and encouraging enterprises to participate in the use of these services, the number of enterprises participating in electronic tax payment system has increased significantly. Many Departments of Taxation have actively carried out many forms of propaganda and mobilized enterprises to participate in these services.

Apart from the tax offices during the time of applying the electronic tax payment, there are other relevant units such as the People's Committee of the provinces or cities and banks which have provided services and supported enterprises to perform transactions such as BIDV, Vietcombank, Vietinbank, MBbank, ACB and Hdbank. In particular, a large number of enterprises shows their enthusiasm to participate in the electronic tax payment system. Specifically, many enterprises are actively seeking more information and signing up to use these services by themselves.

Strengthening the connection with commercial banks

Mrs. Nguyen Minh Thao, Head of the Business Environment and Competitiveness Committee, Central Institute for Economic Management said that in recent years, the Ministry of Finance has carried out many positive reforms on tax policies and administrative procedures, which is appreciated by people and the business community. According to calculations of the Ministry of Finance on the basis of changes in regulations, policies and information technology applications, the time of tax payment is expected to reach the goal of ASEAN-4 on average of 119 hours per year. The promotion of accelerating the electronic tax payment program is an important breakthrough which strongly contributes to changing administrative procedures in the field of taxation, cutting tens of hours of tax payment, reducing the inconvenience for local businesses, thereby improving the business environment and national competitiveness. For tax offices, the electronic tax payment system helps improve the efficiency of tax administration, creating sustainable tax revenues for the State budget, contributing to the country's economic development.

However, Mrs. Nguyen Minh Thao said that although the administrative procedures were public, but the number of tax procedures was still too high and complicated. This field still needed to be reduced much, especially administrative procedures and the number of tax payment hours. Many processes of tax administration were not modified and supplemented.

In order to ensure the target of 95% of enterprises implementing the electronic tax payment at the level 4, in the near future, the General Department of Taxation will continue urging Departments of Taxation along with security consulting units to deploy the electronic tax payment services to enterprises nationwide. In addition, the General Department of Taxation will upgrade the system of electronic tax payment and expand the electronic tax payment services with domestic commercial banks.
