Implementation of the plan to promote the National Single Window mechanism: Many positive changes

VCN - Over 2 months of implementation of the National Single Window (NSW) and ASEAN Single Window (ASW), reform of specialized inspection for import-export goods and trade facilitation in the period of 2018-2020 (promulgated under Decision 1254/QĐ-TTg dated 26th September, 2018 of the Prime Minister) and from the work of Deputy Prime Minister Vuong Dinh Hue with some ministries, (the Ministry of Transport, the Ministry of Health on 17th November, and continue with some ministries and branches in the coming time), the results of the implementation are changing dramatically.

Dozens of new procedures are connected

On December 1, the last 5 procedures of the Ministry of Transportation are connected to NSW. Five new procedures to be connected in the road sector include: Renewal of the Vietnam-Laos inter-transmission permit and the time of circulation in Vietnam for the Lao means; Renewal of inter-agency permits and time of circulation in Vietnam for means of Cambodia; Renewal of inter-agency permits and time of circulation in Vietnam for Chinese means; Renewal of CLV intercity permits for means of Laos and Cambodia in Vietnam; Extension of GMS road transport license and transit time for vehicles of countries implementing the GMS Agreement in Vietnam.

As of December 1, 2018, the Ministry of Transport was the first in the country (in addition to procedures in the field of finance) completed the connection NSW with a total of 87 procedures. Notably, the Ministry of Transport is also the first to implement NSW in 2015. The completion of the connection of the 5 final procedures also helped the Ministry of Transport fulfill its commitment to Deputy Prime Minister Vuong Dinh Hue - Chairman of the National Committee for ASW, NSW and Trade Facilitation (1899 Steering Committee) on Implementation of ASW, NSW and Trade Facilitation, 17 November.

According to the Standing Committee of the Steering Committee of 1899 (General Department of Customs), 135 procedures have now been connected to NSW. This increased to 82 procedures compared to July 2018 when the Conference promoted NSW, ASW and facilitated trade. Of which, there are 75 new procedures of the Ministry of Transport and 7 procedures of the Ministry of Natural Resources and Environment. At present, many ministries and agencies have notified the Standing Office on the connection of new procedures in December.

"The number of ministries and agencies announced up to dozens of new procedures" - a staff of the Department of Information and Customs Statistics (General Department of Customs) directly perform this task.

One positive signal is that most ministries and agencies have issued Action Plans to implement the contents of Decision 1254/QD-TTg as: Finance; Transportation; Health, Agriculture and Rural Development ...

Great effort is needed from the ministries

Despite the positive results, there is still great effort in the last months of 2018 from the ministry. As the number of new procedures has increased dramatically, there is still a large gap between plans.

Specifically, according to the Action Plan, 2018 ministries and sectors must link 138 new procedures. To complete, in December 2018, the ministries have to link 56 procedures. Another point worth noting, although the number of connections are much past but the reality is concentrated in two sets as mentioned above.

Delayed time by some ministries and sectors is lacking fiercely and urgently in implementing NSW. Many documents, urging and coordinating proposal of the Standing Body (General Department of Customs) sent to the ministries and branches are often delayed to respond, and the Permanent Representative must repeat in writing several times.

On the other hand, only in the last 6 months of 2018, the number of administrative procedures deployed under the Plan in Decision 1254/QĐ-TTg is very large (138 procedures), 2.6 times higher than the number Administrative procedures (53 procedures) were implemented from 2014 to July 2018...

According to the latest information from the Standing Office, as of November 8, 2018, there were 1.6 million records of more than 24,900 businesses conducted through NSW.

For ASW (officially launched on January 1, 2018 through electronic C/O exchange between Vietnam and 4 countries: Singapore, Malaysia, Indonesia, Thailand), counted by the end of 31st October, the total number of C/O Vietnam received from the four countries is 48,950; The total number of C/O of Vietnam sent to countries is 81,101.

Notably, at the conference "Trade Facilitation: Promoting Small and Medium Enterprises in the 4.0 Revolution of the Global Value Chain" (November 21st in Hai Phong), Deputy Director General Head of the General Department of Customs, Mai Xuan Thanh, said: Implementing the ASW is estimated to save more than 2.4 million USD in preparation costs for imported goods and over 4 million USD in exports.
