Ho Chi Minh City Tax Department: Diversified form of taxpayer support

The actual tax number increased more than 6 times

According to Tran Ngoc Tam, Director of Tax Department of Ho Chi Minh City, in order to serve more than 200,000 operating enterprises in the city, this unit always accelerates the administrative reform to create favorable conditions for taxpayers.

As of the end of August 2017, the number of the enterprises register the account for electronic tax payment to reach 99.02% compared to the operating enterprises. In particular, the number of the successfully registered accounts of business at commercial banks reached 95.67% of the total number of the operating enterprises; the number of enterprises making online tax declaration is 99.99%; the number of enterprises that paid taxes via the electronic tax payment is 87.95%.

In addition, the Tax Department of Ho Chi Minh City expanded the system of electronic invoices with the tax code authentication for the businesses in the city. Thereby, the reduction of administrative procedures and the protection of enterprises against the invoices of the enterprises may be counterfeited. In August 2017, the number of the invoices with the code authentication was 642,704 receipts, corresponding to the sales total of the revenue was 21,790 billion dong, the verified total of tax is 1.065 billion. Especially, in August, the highest tax amount has increased so far this year (up 487 billion dongs) and 6.6 times as much as the same period of 2016.

In order to minimize the time for VAT refunds, in May 2017, the HCMC Department of Taxation piloted the receipt of dossiers and returned the results of the refund of value added tax refunds electronically. Results up to the end of August 2017, the unit has completed with 50 records, the money of refunded tax was 168.9 billion.

For the propaganda, the HCMC Department of Taxation regularly deals with taxpayers via electronic mail to interchange information between tax authorities and businesses; at the same time this unit timely provides guidance on new tax policies and resolves the businesses the common obstacles.

In addition to changing the form of dialogue under the subject, Ho Chi Minh City Department of Taxation has implemented the direct instructions for the 900 taxpayers, answered 1,850 times by phone, answered 247 profiles in writing and responded 25 times via online "Business dialogue with the city government".

Support for the start-up businesses

Implementing the policy of the Government and the target of the HCM City People's Committee on supporting and developing enterprises by 2020, the HCMC Tax Department has actively implemented the "Program of supporting the start-up enterprises", the two main target groups are the newly established enterprises and the set up ones by the business individuals in order to timely supply legal information and answer problems relating to policies and procedures on Initial tax and the relating support services for the start up businesses.

In the past 8 months, in Ho Chi Minh City, the number of enterprises increased nearly 28,000. In order to support these subjects, the Department of Taxation has set up the departments of the start-up business at the HCMC Taxation Department Office and in 24 districts with the spirit of tax offices in a friendly and convenient way for taxpayers. ; Arranging the courteous civil servants who have good qualification and ability when contacting with taxpayers, Building more the support channels for the start-up businesses such as: coordinating with tax agents and building your own website so as to support start up businesses.

According to Tran Ngoc Tam, the Tax Department of Ho Chi Minh City organized the compilation of guidelines for each topic with a view to deeply supporting each specific area; Planning for contacts and dialogues with the start-up businesses in each group of in every careers and fields of activity to listen to and respond difficulties and obstacles of the enterprises in the way of more concentration and comprehensiveness so that the "Program to support start-up businesses" obtains achievements effectively and practically for taxpayers.

In addition to supporting the start-up businesses, the HCMC Taxation Department also actively coordinates with other departments to mobilize taxpayers under the way of converting into the enterprises, towards 2020, HCMC has 500,000 operating businesses.
