According to Ho Chi Minh City Customs Department, after the direction of the General Department of Vietnam Customs and the Ho Chi Minh City People's Committee on strengthening inspection, supervision and control of goods counterfeitingVietnam origin, leaders of Ho Chi Minh City Customs Department requested the Customs branches to strengthen the information exchange and sharing for analysis and identification of targeted shipments that need to be closely controlled and supervised, and to apply risk management and classify the channel of import and export goods in customs clearance and implement post clearance audit for shipments with suspicion of counterfeiting origin and label;ed “Made in Vietnam”.
Units should take measures to support each other in investigation, verification, inspection and control of imported shipments counterfeiting Vietnam origin and strengthen internal inspection and control for the implementation of customs procedures, customs inspection and supervision according to the regulations of the General Department of Vietnam Customs.
In addition, units should monitor fluctuations in export activities to some markets to implement physical inspection, post clearance audit, investigation, identification and handling for origin fraud, affecting to affecting the reputation of Vietnamese brands and other Customs offences, in which focusing on inspecting consumer goods such as electronic products, civil electrical equipment, footwear, clothes, cosmetics that are produced and imported from abroad but labeled "Made in Vietnam”, barcode, address of manufacturing enterprises in Vietnam.
Ho Chi Minh City Customs Department also requires units to strengthen the inspection and supervision of the issuance of certificates of Vietnam origin for export goods, focusing on commodities with high risk ofcounterfeiting Vietnamese origin.
The units should promote post clearance audits to detect enterprises abusing Vietnamese origin for trade fraud. Accordingly, upon detection of imported goods labeled “made in Vietnam”, the inspection and identification for these goods are required. If detecting imported goods counterfeiting origin, the strict handling these goods is required. It shall be strictly handled for Customs officers that are lack of responsibility or cover up or collude the import and export activities from abroad to Vietnam labeled “made in Vietnam”or regularly to incur smuggling, illegal transportation of goods across border gates and areas under their management.
Customs branches strengthen the inspection of the origin and labels of imported goods according to guidelines and regulations of the Government, the Ministry of Finance and the General Department of Vietnam Customs.
Particularly for goods imported from foreign countries counterfeiting Vietnamese origin, Ho Chi Minh City Customs Department requested that when checking shipment dossier, and implementing the physical inspection (if any), the Customs officer must inspect specifically name, HS code, origin and labels of goods that must be consistent with them in the dossier of the imported shipment and certificates of goods origin (if any).

In addition, units must take the initiative in implementing Customs control measures to strengthen the inspection and detection of violations related to goods counterfeiting label, origin during carrying out customs procedures in the management areas.
Coordinating with police, border guards, market surveillance forces to share information related to shipments of counterfeit goodsin the area for prevention.
Ho Chi Minh City Customs Department has inspected and discovered some cases importing goods under guise of Vietnamese origin at border gates. Most of them are imported goods from China without origin or named as"Made in Vietnam".
