Sai Gon Seaport Customs Branch of Zone 1 must collect VND 1 billion per day

On 5th December 2018, Deputy Director of Ho Chi Minh City Customs Department Nguyen Huu Nghiep and the representatives of relevant divisions had a working session to urge revenue collection at Sai Gon Seaport Customs Branch of Zone 1.

According to Mr. Nguyen Huu Nghiep, Ho Chi Minh City Customs Department must collect nearly VND 12,000 billion to achieve the assigned target of 108,000 billion in 2018.

Sai Gon Seaport Customs Branch of Zone 1 has the largest revenue of VND 42,518 billion in the entire department.

According to Ms. Pham Thi Leo, Deputy Manager of Sai Gon Seaport Customs Branch of Zone 1, as of December 3 2018, the Branch collected and contributed VND 38,168 billion to the State budget. From now to the end of 2018, the Branch must collect VND 4,350 billion to achieve the assigned target. Thus, the Branch must collect VND 215 billion on average per day.

The Branch will work with about 50 businesses that have large revenue to know about their plans on importing goods and facilitate them in imports and exports, and urge these businesses to pay taxes for the State budget.

In addition, Sai Gon Seaport Customs Branch of Zone 1 continuously strengthens the prevention of tax losses through a specialized operation such as prevention of smuggling, trade fraud, and price ruling …In the first 11 months of 2018, the Branch increased the revenue of VND 213 billion through price ruling.

The most important measure is facilitation for businesses

Evaluating the Department’s revenue, Deputy Director Nguyen Huu Nghiep said that the revenue in 2018 reduced by VND 1,000 billion compared to the same period in 2017, almost all units’ revenues fell; only the revenue of Sai Gon Seaport Customs Branch of Zone 1 was stable.

In order to ensure the revenues, Mr. Hiep said that the most important measure is facilitation for businesses. Mr. Hiep requested Sai Gon Seaport Customs Branch of Zone 1 to classify businesses to provide the best facilitation for businesses that comply with Customs law well, specifically instruct and urge businesses to well comply with the law right at their businesses.

Regarding tax debt recovery, in 2018, Sai Gon Seaport Customs Branch of Zone 1 has effectively managed tax debts and has new tax debts. However, the Branch should pay attention to complete all tax debt dossiers from many previous years to propose write-offs for eligible tax debts.

Currently, Sai Gon Seaport Customs Branch of Zone 1 has deployed the automated system for Customs management at seaports, yards, warehouses…

However, due to the declarants falsely declared the container number, Unique consignment reference (bill of lading number), unit price, date of arrival …. At the same time, the automated data transmission and receipt between the system of the Customs and port operators is insufficient. For example, goods were cleared and businesses were granted the list of containers eligibility for passing the Customs control area but the system of destination port has not fully received data such as the lack of declaration if the container has many declarations or a declaration includes many additional declarations; lack of container number if the declaration includes many containers…
