Many factors affect the revenue

According to analysis of Mr. Nguyen Quoc Toan, Deputy Head of Department in charge of Import - Export Tax Department - Customs Department of Ho Chi Minh City, there are many reasons to reduce the revenue of the Customs Department of Ho Chi Minh City. By the end of the first eight months of 2018, import turnover from the FTA tariff lines has decreased by VND 6,200 billion over the same period of 2017; the estimated revenue for 2018 will decrease by VND 10,000 billion compared to 2017. Automobiles under 9 seats decreased 5,600 billion VND compared with the same period of 2017. According to Mr. Toan, if the 2018 FTA tariffs are the same as in 2017 and there is no impact of Decree No. 116/2017 / ND-CP, the government estimated that by the end of 8 months 2018, the state budget revenue of the Customs Department of Ho Chi Minh City to be approximately 80,000 billion VND, up 13.33% over the same period of 2017, in line with the 8th month of 2018 up 11.81% over the same period in 2017.

In addition, the import of diesel and aviation gasoline increased 57% over the same period of 2017 (up $ 753 million), the world oil price despite the reduction but still high, the price of Brent oil reached the level US $ 77.29 per barrel ($ 1.03 per barrel), Nymex oil was $ 68.97 a barrel, down $ 1.06 per barrel, but the petroleum group no longer needed to import to HCM City. Gasoline prices have fallen to $ 310.45 million over the same period of 2017, and gasoline tariffs have fallen under the FTA tariff reduction schedule, resulting in substantial revenue losses.

According to the general growth momentum, the turnover of some tax-consumed goods has increased such as electronics, computers, fabrics, foodstuffs; Except for all kinds of cars, especially cars with less than 9 seats have not prospered. September turnover reached $ 14,809 million (up 23% from August 2015 to reach $ 11.989 million) but mainly imported cars from ASEAN enjoying 0% import tax, so the revenue from cars under 9 seats shows a negligible increase.

With many reasons affecting the revenue of the Customs Department of Ho Chi Minh City, as of September 4, the Customs Department of Ho Chi Minh City earned 67,824 billion, reaching more than 62% of the target. Compared to the three neighboring local customs departments and the state budget revenue, the Customs Department of Ho Chi Minh City achieved the lowest target, while the petition for this is over 70% of the ordinance in 2018.

Drastic anti-loss

According to the analysis of the actual situation, the Customs Department of Ho Chi Minh City estimated budget in 9/2018 reached about 9,000 billion. By the end of September 2018, revenue was estimated at 76.5 trillion dong, accounting for 70.83% of the estimate and 97.22% over the same period last year to reach 78.680 trillion dong. To reach the target of 108 trillion dong, in the fourth quarter of 2018, the Customs Department of Ho Chi Minh City has to collect 31,500 billion. Thus, each month, the unit must collect 10,500 billion.

According to HCM City Customs Department, in the context of many factors affecting the budget revenue, the task of achieving the above mentioned target of the unit is a big challenge. In the last months of 2018, Customs Department of Ho Chi Minh City continued to implement solutions to increase revenue. The result of which denied the declared value of 3,771 customs declarations, adjusting the increase to over VND 177 billion in taxes; accepting the declared price for more than 5,700 declarations and is conducting consultations on 1,200 declarations.

Mr. Nguyen Quoc Toan, Deputy Director of Department of Import-Export Tax Department, also noted that enterprises, through consultations with Customs will reject the price of declaration in the following cases: The customs office detects fake declaration dossiers, the record is inconsistent; The customs office shall prove that the dossier does not satisfy one of the four conditions of the transaction value method; Enterprises do not declare the added amount to the transaction price; Manufacturer informs Customs that the declared price of the enterprise is incorrect; There are denunciations that the customs office has verified to be true.
