Hundreds of billions of dong collected from price rulings
HCMC Customs Department’s leaders have paid attention and directed the customs valuation for import and export goods. In the first months of 2021, customs branches’ of HCMC Customs Department detected and implemented price rulings for suspicious cases and focused on closely inspecting commodity groups with a large turnover and high tax rates.
As of April 15, HCMC Customs Department collected nearly VND500 billion from customs operations such as price rulings, post clearance audit, customs inspectorate, anti-smuggling and trade fraud.
From the beginning of the year to the middle of April, Customs branches have conducted price rulings and rejected the declared value for nearly 1,800 customs declarations.
1 ST Zone Saigon Sea Port Customs Branch detected nearly 3,700 suspected declarations and performed price rulings. As a result, rejecting declared value for over 1,200 declarations, earning more than VND410 billion. 3 ST Zone Saigon Sea Port Customs Branch collected VND25 billion. The Processing Customs Branch collected nearly VND7 billion.
Cars are one of items with its tax rate revised up after price rulings. 1 ST Zone Saigon Sea Port Customs Branch said that VND350 billion of a total of over VND400 billion of revenue from customs valuation was revenue from imported cars.
In additions, customs branches have focused on analyzing and intensifying the inspection of goods classified in the Green channel subject to code and price management for suspected cases, inspecting goods declared as Vietnamese origin to enjoy special preferential tax rates to promptly detect violations and collect tax arrears to the State budget.
Conduct post clearance audit to prevent tax loss
In addition to effectively preventing tax loss during customs clearance, HCMC Customs Department has paid attention to collecting revenue in a sufficient and accurate manner in post clearance audit.
Amid to the Covid-19 pandemic, HCMC Customs Department has carried out assigned plans; collected information based on customs data base; minimized inspections at businesses’ premises; reviewed information collection and checked plans.
From the beginning of the year to April 15, the Post Clearance Audit Customs Branch carried out 17 post clearance audits and collected a total of over VND9.3 billion from tax assessment and fines for administrative violations.
Currently, the Post Clearance Audit Customs Branch has reviewed and selected firms that show suspicious signs in abusing export for fraud of VAT refund to perform customs clearance audits. Following the directions of the General Department of Vietnam Customs and HCMC Customs Department in carrying out plans for inspection and identification of goods origin, combat fraud in goods origin and labeling, infringement of intellectual property rights.
The branch has strengthened the collection, review and analysis of data on products with risks in customs value, origin and codes. Focus on post clearance audit for high-risk businesses that implement complicated import and export activities in many areas. Performing post clearance audit at premises of businesses with signs of violation, detecting and handling commercial fraud, focusing on checking and detecting loopholes in customs clearance and the policy for handling.
HCMC City Customs Department has performed the inspection and audit effectively; strengthened the information collection to conduct random specialized inspections to prevent and handle violations.
In the first three months of the year, the department inspected two firms and collected over VND2.2 billion in tax arrears, fines for administrative violation and late payment interest.
